'! ��� 1 ti 1 1 4 I I' <br />Ramsey County Business Loan Program <br />`p`i`i`�f"`rv <br />i� ' The Ramsey County Housing and Redevelopment Authority provides gap financing for new or expanding businesses <br />for real estate and/or purchase of capital equipment. CDBG funds will be used to facilitate the creation/retention of Jobs <br />in Ramsey County. At least five full-time jobs must be created for each loan and at least 51% of those jobs must be <br />I. � available to low or moderate income workers. Loans are repaid at below -market interest rates and terms consistent with <br />� private financing. Nine loans that have been made resulting in 200 new/retained jobs for Ramsey County reside , and <br />4� repayment of $235,000. Reinvestment of an add�i:onal $145.000 in program income will bring the estimated funds <br />available for new loans in 1997-98 to $745,000. With this level of funding, the �ms�y County HRA expects to be able <br />I � make 35 new loans. <br />Job Training - Women Achieving New Directions $17,4(p <br />The Employment Action Center will provide comprehensive employment upgrading to 10-12 working women in <br />suburban Ramsey County who are eligible for welfare benefits and are the sole support of their children. The project is <br />designed to enable at least 60 percent of the participants to increase their earned income by 25 percent through career <br />advancement. <br />Participants attend a`series of workshops, receive one-on-one career assessments, and benefit from mentoring <br />relationships with other women in similar fields. With Ramsey County CDBG funding, WAND has helped 46 women <br />who have increasing their earnings by an average of 30 percent. <br />Job Development - Ramsey Co. Jobs and Training/St. Paul Urban League $20,000 <br />Funding made available to Ramsey County Jobs and Training will be used to help fund a pilot reverse commute job <br />development program into suburban Ramsey County. Saint Paul Urban League staff will work with major employers in <br />suburban Ramsey County, employment centers, and residents from selected census tracts to determine employment <br />opportunities and transportation/child care requirements to design a workable reverse commuting program. Community <br />Development Block Grant funding will be combined with approximately $68,000 from several other public and private <br />sources. <br />1Vfiscelianeous <br />Ramsey County Parks <br />$ �,� <br />Many of the fiYtures in the Ramsey County Tony Schmidt Park located in Arden Hilfs were installed at a time when there <br />was less sensitivity to the recreational needs of severely disabled residents. The Ramsey County Department of Parks <br />and Recreation will receive CDBG funds to remove architectural barriers preventing handicapped citizens frem <br />participation. Improvements to existing circulation, toilet/shelter facilities, andpark equipmentwill be made thatwiil <br />enable disabled individuals and their families to use these public facilities. <br />Program Administration and Monitoring $?94,000 <br />Ramsey County will manage the implementation of the program and coordinate the use of CDBG funding in compliance <br />with federal laws and regulations. Specific line items related to the administrative budget have been prepared and <br />submitted for internal review by the County Manager and Budget and Accounting.
