Wood
SUBJECT: Data Practices Inquiry (Don Dame)
A complaint was brought to the Regular Council Meeting of May 8, 2000, by Mr.
Don Dame.
The complainant stated that his legal request to obtain an arrest report from the
Roseville Police Department was denied.
I have attached for your perusal a copy of a report prepared by Karen Rubey, the
Department's Administrative Analyst at my request to address Mr. Dame's
complaint.
The report is self-explanatory and should answer your questions regarding the
Department's Data Practices Policy and Procedures at least with relevance to the
aforementioned complaint. In recent months Karen Rubey, Tom Alleva and
myself have attended several days of training on Minnesota's Data Practice Act
and Information laws.
I would not presume to tell you that we know everything about these laws, but
our office staff has been advised that if they don't know they should ask. We
have, on a number of occasions, called the City Attorney, the City Prosecutor
and even the State Department of Administration to clarity data practices
questions. In other words, we put a lot of effort into doing it right.
