REQUEST FOR COUNCIL ACTION <br />DATE: 6/27/00 <br />ITEM NO.: c-5 <br />Departmen ApprovaL• Manager Reviewed: Agenda Section: <br />�- Consent <br />Item Description: Resolution supporting noise abatement alongTH36/I35 W <br />Background: As traffic volumes on community freeways continue to increase, the adverse impacts of <br />these major arterials on adjoining properties increase as well. These impacts, especially noise, are <br />consistent concerns raised by community surveys and Vista 2000. Mn/Dot does not construct noise <br />abatement projects unless they are part of a larger highway reconstruction effort. Because such <br />improvements are often very expensive, Mn/Dot has not been freely spending monies in this area. <br />Because this issue has been identified as a local priority, Roseville has constructed berms along TH 36 <br />when possible with excess construction fill in an effort to mitigate the visual and noise impacts of the <br />highway on adj acent residential properties. While the construction of these berms (Cope Avenue Berm <br />for instance) has on occasion been resisted, they are an affordable alternative to traditional noise walls. <br />For many years, residents along the south side of the TH36/I35 W commons area have expressed concern <br />regarding the increasing impacts of the highway on their properties. While a traditional noise barrier <br />exists in this area, many residents feel that it does not adequately protect them from the freeway. At the <br />June 12, 2000 City Council Meeting, following review of information sent by Robert Morgan, a resident <br />at 22 18 W. Highway 36, staff was directed to prepare a resolution for Council consideration supporting <br />improved noise abatement along the freeway. A resolution for Council consideration is attached. <br />RECOMMENDED COUNCIL ACTION: <br />Adoption of a resolution supporting increased noise mitigation along Roseville Freeways. <br />Prepared by: Karl Keel <br />
