Mary Jo McGuire
State Representative
Falcon Heights, Lauderdale,
Roseville, St. Anthony
February 29, 2000
James Hansen
Minnesota Department of Transportation
1500 West County Road B2
Roseville, MN 55 113
Dear Mr. Hansen:
Minnesota
House of
Representatives
I recently received a letter from the residents living in the area near Marion Road and the service
street on Highway 36 in Roseville. They expressed their displeasure with the excessively high
noise level from the Interstate 35W and Highway 36 freeway system near their homes. 1
recognize their concerns and support their efforts in addressing this problem.
It is my tmderstanding that the Minnesota Department of Transportation (Mn/DOT) has
previously conducted noise analysis near this area. However, the residents in the area feel that
the results of such tests are not accurate. According to the residents, the noise level was
measured behind the east and west ends of the service road where 28-foot noise walls are in
place. They argue that no tests were conducted at the Marion Road and service road area where
the walls in place are only 11 feet.
The area residents request that another study on noise pollution be conducted, this time in the
area near their homes where the 11-foot walls do not sufficiently minimize highway noise. They
feel that such a study would more accurately reflect the need for the implementation of noise
mitigation measures near their homes.
I am aware of the lack of funds and manpower to implement noise mitigation measures in all
areas in the state where highway noise conditions exceed state and federal standards. I a!so
understand that sites for noise mitigation projects are selected based on the criteria outlined in the
Minnesota Highway Noise Abatement Study submitted to the legislature in 1997. But I do
sympathize with the concerns of the residents in Roseville. I support their efforts in addressing
the noise pollution problem in their area. I urge 1V.n/DOT to conduct another study that more
accurately reflects the noise level near their homes. Thank you for your consideration regarding
this matter.
cc
Sincerely,

M o McGuire
Iv[,C/G,e'l,,_
State Representative
John Kysylyczyn, Mayor of the City of Roseville
Robert W.
