Policy Implications: In 1997, the Council adopted a policy for the appointment of advisory <br />commissions and other citizen groups (a copy is attached). The policy sets a formal selection <br />procedure for all standing advisory commissions. The policy leaves flexibility in the <br />appointment procedure for other task forces and citizen groups. The following procedure is <br />recommended for the TH 36 Landscaping Master Plan Task Force: <br />July 10, 2000 Council approval of task force and procedure <br />July 15, 2000 Invitations sent to properties adjacent to TH 36 <br />July 16 — 30, 2000 Task Force advertised in Review and Focus and City webpage, bulletin <br />board and cable television. <br />August 18, 2000 Deadline for applications <br />August28, 2000 City Council appoints task force members <br />The ideal task force size is approximately 12 members. If more than 12 application are received, <br />it is recommended that the City Council limit the task force membership to 12 and base its <br />selection on the following criteria: <br />❑ Geographic distribution of inembership -- a mix of adjacent property owners and citizens at <br />large <br />❑ Applicant qualifications -- a background in horticulture and/or landscape design or other <br />technical expertise <br />Financial implications: The preparation of the Master Plan would he accomplished with <br />existing City and Mn/Dot staff and will be funded out of the existing budget. Depending on the <br />outcome of the Master Plan, implementation may require additions to future budgets. Initially, <br />however, it is anticipated that the maj ority of implementation items will be constructed as part of <br />larger Mn/Dot construction proj ects or through Mn/Dot's Landscape Partnership Program. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of a motion establishing the TH 36 Landscaping Master Plan Task Force and directing <br />staff to advertise for applications to be submitted by Friday August 18, 2000. <br />Prepared by.
