REQUEST FOR COUNCIL ACTION <br />Department Approval: Manager Reviewed: <br />��� - �- <br />��� <br />Item Description: TH 36 Landscaping Master Plan Task Force <br />DATE: 07l10/00 <br />ITEM NO.: E-2 <br />Agenda Section: <br />Organizational <br />Business <br />Background: TH 36 is a principal arterial that bisects our community from east to west. The <br />current traffic volume of 72,000 is expected to top 88,000 vehicles per day by 2010. In 1999, <br />MnlDot replaced the Dale Street Bridge. Over the ne�t decade, it is likely that the Lexington <br />Avenue and Rice Street bridges will also be replaced. Mn/Dot's long term plans are to add an <br />additional lane to both east-bound and west-bound TH 36. <br />As traffic volumes on TH 36 continue to increase, the adverse impacts of the freeway on <br />adjoining properties will increase as well. These impacts, especially noise, are consistent <br />concerns raised by community surveys and Vista 2000. <br />In addition to the adverse impacts of the highway on adjoining properties, TH 36 has a <br />significant visual impact on the community. For many, their image of Roseville is formed <br />primarily by their daily trip through the community on TH 36. The landscaping treatment of the <br />right-of-way is an important opportunity to help define the community's image. <br />To date, Roseville has not articulated a comprehensive vision for the aesthetic treatment of TH <br />36. In anticipation of future roadway improvements and considering the significance of TH 36 <br />on community image, staff is recommending that a citizen task force be formed to develop an <br />aesthetic master plan for TH 36 to provide direction to future projects. <br />It is expected that this task force would meet monthly beginning in September 2000 and ending, <br />tentatively, in March 2001. The task force would be staffed by Karl Keel, Roseville's Director of <br />Public Works and Todd Carroll, a landscape architect with the Minnesota Department of <br />Transportation. The goal of the task force would be to develop a schematic master plan for the <br />TH 36 corridor that considers the following elements: <br />❑ Screening of adjoining properties <br />❑ Overall landscape image <br />❑ Community entry treatments <br />❑ Corridor landscape design theme <br />❑ Installation methods/cost <br />❑ Maintenance cost <br />❑ Available resources <br />❑ Corridor priorities <br />
