BACKGROUND At the joint meeting of the Roseville City Council and the Roseville Parks and Recreation Commission on May 2, 2000, the Minnesota Wildlife Rehabilitation Center made a proposal to enter into an agreement with the City of Roseville to lease land at the HANC to construct a 16,000-19,000 square foot building to operate their animal rehabilitation center. The building would house staff offices, intake rooms, treatment areas and rehabilitation rooms. The Parks and Recreation Commission have twice recommended that the Council approve the agreement. At the City Council meeting of June 27th, the Council directed City staff to finalize the agreement with the MWRC with these elements in the contract: 1. The City of Roseville will provide parkland space at the Harriet Alexander Nature Center for lease by the Minnesota Wildlife Rehabilitation Center to construct a facility that will function as both a wildlife veterinary hospital and a public education center. 2. The MWRC will pay ALL costs related to the construction AND operation of their facility including utilities and grounds maintenance. The MWRC will provide evidence prior to receiving a building permit of their ability to maintain the premises to City standards. 3. The MWRC will insure and indemnify the City of Roseville for all liabilities of the construction and operation of their facility. 4. The lease is for a specified period of time with appropriate extensions and with the property reverting to the City if the City so chooses should the MWRC choose not to renew the lease or fail to meet the designated standards of the lease. 5. The MWRC shall by contract allow the City the use of their facility for program activities and shall promote the opportunity for their volunteers to volunteer at the HANC. 6. The MWRC will contribute to the upkeep of the HANC parking lot according to the City's Pavement Management Maintenance Program and the contractually agreed upon percentage. 7. The MWRC will meet and comply with all standards, codes and regulations by the City of Roseville. 8. The facility may ONLY be used for the specified purposes by the MWRC and may not be sublet or used by any other entity without the expressed permission of the Roseville City Council.
