REQUEST FOR COUNCIL ACTION <br />DATE: 7/24/00 <br />ITEM NO.: �-1 <br />Department Approval: Manager Reviewed: Agenda Section: <br />• ��� �`\�� c�- Con s en t <br />Item Description: Declaring costs for projects to be assessed in 2000 and ordering <br />preparation of assessment rolls <br />Background: Each year the city holds public hearings to consider assessments for completed <br />projects. That process usually begins in July so final consideration of individual assessments can <br />be completed by the end of September. It is recommended that assessment hearings be held at <br />the regularly scheduled council meeting on September 1 l, 2000. This will allow sufficient time <br />to review the assessment rolls prior to final adoption at the September 25, 2000, regular council <br />meeting. The projects involved in this year's assessment proceedings include: <br />P-99-02- 19 Woodlynn Avenue, South Owasso Boulevard to Farrington Court <br />Farrington Court, Cul-de-sac to Cul-de-sac <br />P-99-02-22 Woodbridge Street, Woodlynn Avenue to South Owasso Boulevard <br />Woodlynn Avenue, Rice Street to Cul-de-sac <br />P-99-02-23 Maple Lane Court, Western Avenue to Cul-de-sac <br />Woodbridge Street, South Owasso Boulevard to Maple Lane <br />Woodbridge Street, County Road C2 to County Road C <br />Marion Street, County Road C2 to County Road C <br />Galtier Street, Iona Lane to County Road C <br />Matilda Street, Iona Lane to County Road C <br />Iona Lane, Galtier Street to Woodbridge Street <br />Policy Objectives: Each year assessments are considered for projects constructed the past <br />season. Assessment rolls must be adopted by September 252000, to allow for a 30-day <br />pre-payment period. Following the pre-payment period, assessment rolls are certified to Ramsey <br />County for collection. The County requires that this certification be done by November 1 in <br />order to allow them enough time to add the assessments to property taxes. <br />The first step in the assessment process is consideration of a resolution declaring costs to be <br />assessed and ordering preparation of assessment rolls. <br />Financial Implications: All projects are proposed to be assessed consistent with the City's <br />assessment policy. Most of the work involves 1999 Pavement Management Program (PMP) <br />projects for which 25% of the costs for residential street improvements and storm sewers will be <br />assessed with the remaining portion financed by PMP general obligation bonds. <br />
