REQUEST FOR COUNCIL ACTION <br />DATE: 7/24/00 <br />ITEM NO.: F-2 <br />Department Approval: Manager Reviewed: Agenda Section: <br />�U� - Reports <br />�_ <br />Item Description: Request for authorization to solicit Request for Proposals for the County <br />Road C Urban Design Master Plan <br />Background: As part of its capital improvements program, Ramsey County plans to reconstruct <br />County Road C, from I35W to Oxford Street (just east of Lexington Avenue). This proj ect is <br />proposed to be constructed in two segments -- 135 W to Snelling Avenue in 2001 and Snelling <br />Avenue to Oxford Street in 2002. This proj ect is partially funded with federal transportation <br />monies that must be encumbered no later than 2002 and 2003. This reconstruction project and <br />the scope of City involvement was discussed at the July 17, 2000 City Council Worksession. <br />County Road C is an important east/west arterial serving Roseville. Because it provides access <br />to major commercial, industrial and civic properties, it is considered by many to be Roseville's <br />"Main Street". Numerous large land use changes are currently being contemplated along County <br />Road C, including the Twin Lakes Redevelopment Area, the Tower Place Redevelopment Area <br />and Roseville's City Center. These changes, along with the County's proposed street <br />reconstruction proj ect, present an unique opportunity to upgrade the urban design elements of the <br />County Road C corridor commensurate with its community significance. The first step in <br />implementing such a change is to develop an overall urban design master plan for the County <br />Road C corridor. <br />In 1995, the City solicited proposals from consultants to prepare the Larpenteur Avenue <br />Streetscape Master Plan. A task force guided this proj ect with representation from both adj acent <br />properties and the community at large. It is suggested that a similar master planning process be <br />followed for County Road C. <br />The proposed County Road C Urban Design Master Planning Process would include the <br />following elements: <br />❑ Consultant solicitation and selection - August 2000 <br />❑ Steering Committee -- Representatives from standing City commissions and committees <br />(Park and Recreation Commission, Planning Commission, Central Park Foundation, City <br />
