REQUEST FOR COUNCIL ACTION
DATE: 7/24/00
ITEM NO. F — 3
Department ApprovaL• Manager Reviewed: Agenda Section:
/, Reports
' '`---\
Item Description: Request to extend working hours for Ramsey County Larpenteur Avenue
Reconstruction Proj ect
Background: The County is currently working on the reconstruction of Larpenteur Avenue from
Oxford to Hamline. The Contractor, Shafer Contracting Co., has requested to extend the
working hours for 5 days between August 9th- 17th. Larpenteur Avenue is a concrete roadway,
and the newly poured concrete needs to be saw cut within 8 to 12 hours after it is poured. The
contractor anticipates 5 paving days in this time frame.
The residential area of Roseville impacted by the noise is primarily Rose Vista Apartments. The
Contractor poured the westbound lanes in early July, they kept the residents and City staff notified
of when they would be sawcutting and we received no noise complaints.
Policy objectives: This extension is being requested because of the construction process, if the
new concrete pavement is not saw cut within the prescribed time the pavement will develop
cracks and will have to be removed and replaced. The Contractor only needs to work into the
evenings after they have poured concrete. The sawing operations would not be continuous, and
they will do everything possible to minimize the noise.
Staff recommendation: In the interest of keeping the progress going for the Larpenteur Avenue
reconstruction, staff recommends that the Council approve the extension of the working hours for
Ramsey County's Larpenteur Avenue Reconstruction project for 5 nights between August 9th
and 17th.
RECOMMENDED COUNCIL, ACTION:
Approval of a resolution extending the working hours for the Larpenteur Avenue reconstruction
project for five nights between August 9th to 17th.
Prepared by: Deb Bloom
