3.6 The proposed interim use of the property for the eight temporary classrooms will be compatible with contiguous properties. 3.7 The proposed interim use of the property for temporary classrooms will not have an adverse impact on the market value of contiguous properties. 3.8 The proposed interim use of the property for temporary classrooms will not have an adverse impact on the general public health, safety and welfare. 3.9 The proposed interim use of the property for temporary classrooms is consistent with the City of Roseville's interim use standards. 3.10 The proposed modular unit being located on a portion of the existing parking lot has no additional impervious area. 3.11 The Charter School's hours of operation will be from 8:00 a.m. to 6:00 p.m. Monday through Friday. 3.12 The Charter School anticipates a maximum need for 15 staff off-street parking spaces. They also anticipate delivery of ineals once a day and occasional parcel delivery. 3.13 Should additional lighting of the parking lot be provided it must meet Section 10 10.12 of the Roseville City Code. 3.14 All trash and recycling containers shall meet Section 1010. 1 iC of the Roseville City Code. 4.0 STAFF RECOMMENDATION 4.1 Based on the information provided in this proj ect report, staff recommends approval of the interim use permit to allow a temporary modular school facility in the east parking lot of Advent Lutheran Church, 3000 Hamline Avenue, subject to the Planning Commission identifying specific conditions. 5.0 PLANNING COMMISSION ACTION 5.1 On July 12, 2000, the Roseville Planning Commission held the public hearing regarding the Family Academy request, at which hearing no citizen(s) addressed the Commission regarding the requested interim use permit. 5.2 The Commission asked Family Academy to explain their relationship with Advent Lutheran Church and the long-term plan for the church property.
