REQUEST FOR COUNCIL ACTION <br />DATE: 09/1 1/00 <br />ITEM: F-3 <br />Department pproval: Manager Reviewed: Agenda Section: <br />. \�,�����-- Reports/Recommendations <br />Item Description: Selection of neighborhoods for the 2001 Pavement Management Program. <br />Background: The City's Pavement Management Program (PMP) began in 1986. At that time, <br />the City was split into 73 neighborhoods, and a two-phase program was initiated. The first phase <br />of the program, approximately the first 10 years, consisted primarily of street reconstruction. The <br />second phase of the program, years 10 through 20, is expected to include some reconstruction, <br />but focus on major maintenance activities such as mill and overlays. The purpose of the two <br />phase program was to quickly reduce the number of problem streets within the City to a <br />manageable level, less than 10% of the street system, and to maintain that level by providing <br />major maintenance. The first phase of PMP completed in 1997 was successful in achieving that <br />goal. The second phase consists of: <br />Reconstruction of streets not completed in the first phase of the program due to condition <br />of the pavement at that time. <br />Incorporation of the Ramsey County turnback roads into the program. <br />Maintenance of existing permanent streets through milling and overlaying pavements and <br />repair of settled or broken concrete curbs. <br />Crack sealing and seal coating of existing pavements. <br />Staff is recommending the 2001 program to include work in Neighborhoods 10, 15, 17, 18, and <br />4 l. Work on these projects will be accomplished with in-house engineering staff. <br />Neighborhood 10 reconstruction was postponed from 1998. At that time the neighborhood <br />petitioned the City Council not to move ahead with their street. The neighborhood felt that the <br />work should be completed in conjunction with Arden Hills. At this time, the streets in this <br />neighborhood are in much worse condition than the Arden Hills segments. We have discussed <br />the matter with Arden Hills, and they have told us that they will not be reconstructing their <br />neighborhood in the next 10 years. Our segments will not hold up for 10 more years without <br />substantial reconstruction. As a consequence, we are proposing to move ahead with these streets <br />in 2001. <br />Policy Objectives: 2001 will be the fourth year of phase two of the Pavement Management <br />Program. Phase two includes a low level of residential reconstruction, reconstruction of County <br />Road turnbacks and a much more intensive maintenance program. <br />Financial Implications: The following is a summary of the estimated costs and financing for <br />the 2001 Pavement Management Program: <br />
