2.5 The 74,220 square foot Hamline Center is considered a pre-existing, non-conforming <br />shopping center, built in the early 1960's. The Hamline Center site encompasses one <br />parcel of 6.3 acres in size. The parcel is "L" shaped, with roughly 3 13 feet of frontage on <br />Hamline Avenue, 623 feet of frontage on Terrace Drive, and 292 feet of frontage on <br />Centennial Drive. Adjacent to the Hamline Center, to the northeast is the 2-story 24,000 <br />square foot Hamline Office Complex built in 1960. It is not part of this proposal and will <br />remain as is, sharing its 114 parking places with the Hamline Center. The office building <br />is located on an additional2 acres. The existing Hamline Center building is generally <br />located in the southwest corner of the site with parking located to the east (approximately <br />183 spaces) and along the south frontage adjacent to Terrace Drive (approximately 40 <br />spaces west). No ponding for storm water management is located on the site and no <br />ponding is proposed because the site will not increase impervious surfaces. <br />2.6 The Roseville Zoning Code does not distinguish between retail shopping and office uses <br />for parking purposes. The Code requires five (5) off-street parking spaces per 1,000 <br />square feet of leasable retail space or office space. For general assembly/meeting spaces <br />such as the charitable gambling-bingo operation the Code requires 1 space per each 3 <br />seats. The Code also allows for shared/joint parking. The proposal indicates 223 off- <br />street parking spaces for the 66,337 square feet of gross leasable area, of which 13% or <br />8,632 square feet is now occupied by a non-conforming church (1 space for each 3.3 <br />seats) with evening and weekend uses. The City, in the past, has recognized the unique <br />parking requirements of a mixed-use center project (Section 1005 .0 1 E). <br />2.7 The Hamline Center incorporates approximately 15 uses into the (1) story structure, <br />which is approximately 24 feet in height. The main entry will continue to be located off <br />of Hamline Avenue. The bingo hall will be located along the southeastern end of the <br />complex. The existing architecture is 1970's retail modem — a mix in design, consisting <br />of brick, concrete block and wood exterior materials and a flat roof with existing roof top <br />HVAC clearly visible from some property lines. Exterior mounted meters and electrical <br />service boxes are also remnants of an earlier age, when few community building <br />guidelines or design standards existed. <br />2.8 Because of the nature of the request, use inside of an existine buildin�, Kraus-Anderson <br />has not submitted normally required building concept development plans, including site, <br />drainage, landscape, floor plan, and building elevations. They have submitted a site plan <br />for Hamline Center, indicating the specific bay to be used and a narrative describing their <br />intentions for the site. Kraus-Anderson has also submitted interior remodeling plans for <br />review. <br />2.9 Being relatively flat, the site drains to city catch basins adjacent the site and into the <br />storm water system.
