3.0 STAFF COMMENTS <br />In reviewing this item, staff has the following comments: <br />31 The City's Comprehensive Plan map designates this area for "B" (Business). The zoning <br />of the site is "SC" (Shopping Center District). The property to the east, west and south is <br />designated for "HR" High Density Residential; to the north the adjacent church site is a <br />remnant "B" business designation from former business uses, that should be changed to <br />an "I" Institutional uses designation. <br />3.2 The Comprehensive Plan (Section 4, page 6, Site 3-2) states that in 1994 the City took <br />action to redesignate this site for "Business" including future mixed business uses and <br />residential uses, with a smaller neighborhood oriented center. <br />3.3 The City's Comprehensive Plan te�t specifically indicates that if the Hamline Center <br />should redevelop, it should be done as a more compatible residential and mixed use. The <br />use being proposed is not a redevelopment activity, but rather a permitted conditional use <br />filling a vacant section of the mall. <br />3.4 The zoning on adjacent parcels to the east, west, and south is zoned "R-3" (General <br />Residential, 10 to 22 dwelling units per acre) and includes existing multi-family <br />structures (a combined total of nearly 500 multi-family owner occupied condo and rental <br />units are in the area). To the north is a`B-1" (Limited Business) zoned site on which the <br />Roseville Covenant Church is now located. <br />3.5 In conjunction with the application for conditional use permit approval, the following <br />documents have been submitted and reviewed by staff in preparation of this report: <br />a. Site and trash screening plan (08/14100) <br />b. Narrative(08/11/00) <br />3.6 Because of the hours of operation of the bingo hall (typically evenings) off-street parking <br />space for current employee and patrons as well as that necessary for the bingo hall is <br />sufficient. The charitable gaming operation propose to have a maximum seating capacity <br />of 300 customers and a parking need of 120 to 150 spaces. There are over 220 off-street <br />parking spaces at the Hamline Center and another 114 shared with the adjacent (north) <br />office building. <br />3.7 The hours of use are proposed to be: Monday from 7: 15 p.m. to 9:45 p.m.; Tuesday from <br />10:30 a.m. to 10:45 p.m.; Wednesday from 12:30 p.m. to 10:45 p.m.; Thursday from 7:00 <br />p.m. to 10:�45 p.m.; Friday from 1:30 p.m. to 12:45 a.m.; Saturday from 1:30 p.m. to <br />12:45 a.m.; and Sunday from 1:00 p.m. to 10:45 p.m. The use of the space as a bingo hall <br />past 10:00 p.m. triggers the heightened 24-hour use requirements.
