3.16 The project as proposed is in harmony with the general purpose and intent of the City's <br />Comprehensive Plan and Title 10 of the City Code (Zoning). <br />3.17 The proposed project will not adversely affect the public health, safety, and/or general <br />welfare. <br />4.0 STAFF FINDINGS <br />4.1 Staff has reviewed the development proposal with regard to the criteria in Section <br />1013.01 .D of the Roseville Zoning Code and concludes the proposal meets these criteria. <br />Specifically, staff has determined the following: The proposed bingo hall will generate <br />parking demand that can be accommodated by the site. Off-peak hours of the proposed <br />operation; no high traffic volume uses currently in the center; and shared parking all <br />contribute to minimizing the effects of parking on the site. The proposal will generate a <br />modest increase (6%) in vehicle traffic (500-600 ADT) mostly using Hamline Avenue. <br />Hamline Avenue is considered a collector roadway with a current daily traffic volume of <br />9,000 vehicles and a daily design capacity of 16,000 vehicles <br />4.2 The proposed bingo hall will not create the need for additional public facilities. The City <br />has the capacity to provide the water and sewer necessary for the 300-seat bingo hall <br />operation through an existing sanitary sewer and watermain. The bingo hall will have <br />sprinklers. <br />4.3 Police records indicate few disturbances or loitering calls at the current location. <br />4.4 The proposed use of an amusement establishment or bingo hall within an existing retail <br />strip center will have little impact on surrounding property or values. Rooftop <br />mechanical units will be screened in necessary; trash will be within a roofed enclosure or <br />kept inside the building; lighting will be downcast and meet City Code requirements; and <br />the parking lot areas adjacent to residential areas will be screened. <br />4.5 There appears to be little impact on general health, safety, and public welfare. The <br />property has been a retail center since the 1960's and the proposal to include the <br />amusement establishment or bingo hall operation is only an interior modification. <br />5.0 STAFF RECOMMENDATION <br />4.1 Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the request by Engelsma Limited Partnership LLP for a condition use permit to operate a <br />11,650 sq. ft. licensed bingo hall in Hamline Center, 2807 Hamline Avenue North, <br />subject to the following conditions: <br />A.
