EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on <br />Monday, the 25th day of September, 2000, at 6:30 P.M. <br />The following members were present: <br />and the following were absent: <br />Council Member introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br />ENGELSMA LIMITED PARTNERSHIP LLP TO ALLOW A LICENSED BINGO <br />HALL OPERATION IN THE HAMLINE CENTER, 2807 HAMLME AVENUE. <br />WHEREAS, Engelsma Limited Partnership LLP has requested approval of a <br />conditional use permit under Section 1005.04C 1 of the Roseville City Code; and <br />WHEREAS, the request is to allow an 11,650 square foot portion of Hamline <br />Center to be remodeled for use as a licensed bingo hall; and <br />WHEREAS, the City's Comprehensive Plan map designates this area for "B" <br />(Business) and the zoning of the site as "SC" (Shopping Center District). <br />WHEREAS, The Comprehensive Plan (Section 4, page 6, Site 3-2) states that in <br />1994 the City took action to redesignate this site for "Business" including future mixed <br />business uses and residential uses, with a smaller neighborhood oriented center; and <br />WHEREAS, the City's Comprehensive Plan text specifically indicates that if the <br />Hamline Center should physically redevelop, it should be done as a more compatible <br />residential and mixed use. However, the use being proposed is not a redevelopment <br />activity, but rather a permitted conditional use filling a vacant section of the mall. <br />WHEREAS, Staff has reviewed the development proposal with regard to the <br />criteria in Section 10 13 .0 1.D of the Roseville Zoning Code and concluded the proposal <br />meets these criteria. <br />WHEREAS, the Roseville Planning Commission conducted a public hearing on <br />the request on Wednesday, September 13, 2000, and recommended approval (4-2) of the <br />requested conditional use permit (subject to conditions); and <br />
