WHEREAS, the Roseville City Council received the Planning Commission's <br />recommendation on Monday, September 13, 2000; and <br />WHEREAS, the Roseville City Council makes the following findings: <br />The proj ect will not create additional traffic nor the need for additional public facilities. <br />With proper landscaping, the parking lot and lighting will not have an impact on <br />surrounding property or values. There appears to be little negative impact on general <br />health, safety, and public welfare. In addition, the project complies with the <br />Comprehensive Plan designation as a business use. <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of <br />Roseville, Minnesota, Ramsey County, Minnesota, that a conditional use permit for <br />Engelsma Limited Partnership LLP for a condition use permit to operate a 11,650 sq. ft. <br />licensed bingo hall in Hamline Center, 2807 Hamline Avenue North, based on the <br />findings outlined in Section 3 of the project report and based on the conditions stipulated <br />in Section 4.1 of the project report dated 9/23/00. <br />be approved subject to the following conditions: <br />A. Engelsma Limited Partnership LLC must successfully obtain a bingo license <br />from the City of Roseville. <br />B. Hours of operation must be no later than 10:45 p.m. on Sunday to Thursday <br />and 12:45 a.m. on Saturday and Sunday. <br />c. Replaced roof top mechanical units must be screened per Section 10 10.07 of <br />the Roseville City Code. <br />D. Parking lot lighting must be brought into conformance (foot-candles and <br />downcast lighting) with Section 1010.12 of the Roseville City Code. <br />E. Any signage for the bingo hall must meet the requirements of Section 1009.03 <br />of the Roseville City Code. <br />F. Trash containers must meet City screening requirements. <br />G. If a building permit and construction activity has not begun within six months <br />of the CUP approval, the CUP shall be considered null and void. <br />The motion for the adoption of the foregoing resolution was duly seconded�by <br />Council Member and upon vote being taken thereon, the following <br />voted in favor thereof: <br />and the following voted against the same: <br />WHEREUPON, said resolution was declared duly passed and adopted. <br />
