1999 - 2000 ANNUAL REPORT for the RAMSEY COUNTY SEASONAL HOUSEHOLD HAZARDOUS WASTE (HHW) COLLECTION SITE at KENT STREET (NEAR LARPENTEUR AVE.) in ROSEVILLE Ramsey County's seasonal HHW collection site in Roseville provides convenient access to those residents of Roseville and surrounding communities who seek to properly manage their unusable or unwanted hazardous household products. This report cites activities during 1999 and 2000 as they relate to conditions of the current City of Roseville Interim Use Permit, which expires in May of 200 1. Permit condition #1: The interim use permit be extended for five years, with Ramsey County reporting annually to the Planning Commission and City Council. Site Description. The seasonal HHW site in Roseville is located on County-owned property east of Kent Street and just north of Larpenteur Avenue, and has operated under a City interim use permit since 1992. The site consists of a reinforced concrete slab surrounded by an asphalt apron. The slab is sealed with an epo�y coating and designed for spill containment. Security gates are located near the site entrance and e�t along Kent St. An earthen berm borders the site to the south and east. Oberations. During 1999 the site was operated by Superior Special Services (formerly Dynex Industries, Inc.). Begimling in January of 2000 the HHW collection sites are being operated by Bay West, Inc., located in Saint Paul. The vendor operates the site pursuant to a contractual agreement with Ramsey County, the Roseville permit, and an operations manua! written by the Minnesota Pollution Control Agency. Site staff are trained to respond to spills and other emergencies, and must notify the Saint Paul - Ramsey County Department of Public Health, Environmental Health Section, in the event of any site emergency or unscheduled closure. There were no disruptions in site operations during either 1999 or 2000. Participants are instructed to position vehicles over the concrete slab so as to allow safe and easy removal of waste by vendor technicians. Waste containers are placed directly into plastic tubs, and then into drums or other containers inside the vendor's waste hauling vehicle. Gasoline and similar solvents are poured into a SS-gallon drum on site. Latex paint that appear`s to be usable is displayed on a table, and participants are encouraged to take the paint free of charge. At the end of each operating day, all waste is hauled to the vendor's year-round facility for further processing. �lp ensure safe site operations, staff from the Environmental Health Section conducted regular site inspections during the 1999 and 2000 operating periods. These inspections include assessments of waste handling practices, materials and procedures for spill control and cleanup, and review of the site safety plan. The presence of trained and experienced staff and use of numerous safety precautions (e.g., using plastic tubs as secondary containment), have resulted in safe and efficient handling of hazardous material on site. The inspections indicate that the vendor operates the site in a safe and satisfactory manner. There were no spills at the Roseville HHW site during 1999 or 2000. Administration. During 1999 the County issued a request for proposals for vendors to provide HHW operations and management services for the County beginning in 2000. In late 1999, the Ramsey County Board of Commissioners authorized an agreement with Bay West to provide HHW services for a triree-year period beginning in January of 2000. With this agreement the year-round HHW site located at Superior Special Services in Mounds View was permanently closed. The new year-round HHW site is located at Bay West, 5 Empire Drive, just north of the State Capitol in Saint Paul. Site Use. During i999 the Roseville HHW site was open a total of 16 days-four Fridays and four Saturdays in May, and four Fridays and four Saturdays in September.
