new Bay West site in Saint Paul, the Roseville site operating period was reduced to eight days (four
Fridays and four Saturdays) in May of 2000. Site usage for 1998 — 2000 is shon in the following table
Site Use — Roseville HHW Collection Site: 1998 - 2000
Year 1998 1999 J 2000
O eratin da s 16 16 8
Partici ants 1.795 1,619 682
Averae uer dav 1 1? r 101 85
As the table indicates, there has been a decline in participation at the Roseville site over the past several
years. This has occurred despite relatively few changes in how the collection site is promoted to
residents. Nevertheless, Ramsey County is currently reviewing our promotional activities to determine
how best to encourage more residents to use the HHW program.
Permit condition #2: Work with City staff to prepare biannual review/monitoring and inspection of
area outside of concrete area.
City and County staff have previously agreed that this perr,it condition would be sufficiently addressed
by the County's site inspection program and site usage report. Routine inspections of the site by Count>
staff during 1999 and 2000 did include assessment of area outside the concrete pad, and the condition of
this area was judged to be satisfactory.
Permit condition #3: Ifchanges occur in the operator, operations or uses, they must be reviewed and
approved by the City.
There were no changes in operations or uses at the Roseville seasonal collection site during 1999 As
stated earlier in this report, the County entered ito an agreement with Bay West to provide HHW
services beginning in 2000. Bay West operates the Roseville HHW site in accordance with the same
procedures and gidelines—as provided in the City of Roseville interim use permit, the agreement with
Ramsey County and in the Minnesota Pollution Control Agency's HHW Program Operations Manual—
as hae previous HHW site operators.
Permit condition #t: The site must be monitored and maintained during the entire year, and existing
interim use permit conditions, which have not been amended, still apply.
In addition to the site monitoring and inspection program described above, the Environmental Health
Section has developed a year-round site observation program involving personnel from the County
Public Warks Department, Public Health Department, and the nearby Woodview detention facility on
Kent Street. Staff from Public Works and Woodview routinely drive by the site as part of their regular
duties, and have been asked to notify the Environmental Health Section if site maintenanee is needed.
Staff from the Environmental Health Section also periodically drive by the site. Also, gates at the site
entrance and et drives are locked year-round to prevent unauthorized access.
Permit condition #5: Site signage is approved subject to staff approval with notations of a hot-line for
citizen call-ins when something unusual occurs.
Signs that include the telephone number for the Environmental Health Section are posted year-round on
the entrance and et gates at the site. In addition, following the last day of collection at the site each
year, a"Site Closed" sign is typically posted near the site entrance gate for a month-long period. The
signpost holds a brochure dispenser with flyers promoting the current year's HHW operating schedule.
Roseville residents may use Ramsey County HHW collection sites at Bay West (open year-round) and at
other seasonal satellite sites located in Maplewood, Saint Paul, White Bear Lake, and Shoreview.
Saint Paul — Ramsey County
Department of Public Health Page 2 or-2
