August -. `000
Ltr. Brad Scheib
Awards Committee Chair
Hoesington Koegler Group, Inc.
123 North Third Street, Suite 100
Minneapolis, tN 5540 1
Dear NIr. Scheib and Awards Committee Members:
I am writing this letter supporting the nomination of Dennis Welsch for the Iiruesota Chapter
of the American Planning Association Distinguished Leadership Award.
As City Administrator I had the pleasure of working with Dennis when he was the City Planner
for the City of Red Wing. In particular, I worked with Dennis on important issues such as
historic preservation, downtown revitalization, the comprehensive plan and the development of
Bay Point Park. Dennis accepted the leadership role in each of these endeavors and because of
his leadership, the City of Red Wing has received both national and state recognition for our
historic preservation and downtown revitalization efforts.
Bay Point Park is just one example of Dennis' visionary capabilities and his ability to bring
together different governmental and private agencies to turn an old landfill and unloading facility
into one of the most beautiful riverfront parks in the State of Minnesota. He is a whiz at building
consensus where diversity exists. That truly is a trait of a good leader.
Dennis was always a tireless worker, self motivated and set a professional standard for his
management (leadership) of his department that is envious by many and respected by the
community as a whole.
I believe Dennis Welsch is truly an outstanding leader and his presence in the field of planning
has made a difference not only to his profession but also to the community. So many of his
proj ects stand to this day a testimony to his leadership capabilities.
Sincerely,
Dean A. Massett
Dean A. Massett
Goodhue County Commissioner
