3.0 Summarv of Annlication <br />3.1 Shoreview and Roseville staffs have been working together in its planning efforts to <br />revitalize a declining area that includes properties in both communities along Le�ngton at <br />County Road D. Together, the communities are seeking to complete a mixed-use <br />development project to demonstrate that such development (or redevelopment) is both <br />desirable and viable while meeting local needs. These needs include new housing choices, <br />neighborhood services, community gathering spaces, and pedestrian and transit linkages. <br />3.2 In Roseville, the project specifically will address the vacant Alpha Muffler Shop building <br />and the possibility of converting it to a 6 to 8,000 s.f. office building with the inclusion of <br />sidewalks and boulevard landscaping. In addition, the proposal will review linkages <br />between the renovated commercial sites, new and existing residential areas and the <br />Ramsey County Park at Lake Josephine. <br />3.3 In Shoreview the proj ect addresses the decaying service station and aging strip retail center <br />in addition to new housing on property that the City of Shoreview owns to the east of the <br />commercial area. <br />3.4 The project area is near job centers and retail services along Le�ngton Avenue and within a <br />short walking distance to community services such as parks and a school. Local and <br />regional transit serves this location. The project goals include providing a mix of housing <br />types and price ranges, housing densities between 7 and 12 units per acre, sma11-scale retail <br />and office areas, new public spaces, improvements to transit facilities, and new pedestrian <br />connections. <br />3.5 The funding is sought onlv to complete the planning phase of the proposed mixed-use <br />redevelopmendinfill proj ect. Specifically, funds are being sought for market and feasibility <br />studies as well as a master plan that includes a design process to facilitate property owner <br />and neighborhood involvement. <br />3.6 The Cities are requesting a minimum of $60,000 in Livable Communities Demonstration <br />Account (LCDA) funds. This grant program will a11ow these communities an opportunity to <br />conduct a planning study and predevelopment activities. Predevelopment activities include <br />site evaluations and preparation of a request for qualifications/proposal for a development <br />team. <br />4.0 Fiscallmnact <br />4.1 The application requires a$10,000 Roseville contribution of funds. Shoreview is <br />committing $35,000 to the project. The Roseville $10,000 would come from a previously <br />(1996-97) unspent neighborhood revitalization grant from the Metropolitan Council Livable <br />Communities Program and would be contingent upon an administrative approval by <br />Metropolitan Council to re-allocate these funds to the County Road D/Lexington Avenue <br />corner within Roseville. <br />RCA — Livable Grant Authorization 2000 - Page 2 of 3 <br />
