1 `.. <br />Request for Council Action <br />Date: 10/02/00 <br />Item Number: C-4 <br />Department Approval Manager Approval Agenda Section <br />Consent <br />Item Description: Advertise for bids for the refurbishment of Engines 21 and 31 <br />BACKGROUND: Fire protection in the City is provided by six fire engines. The placement and usage of these <br />engines play an integral role in providing fire protection to our residents and factors considerably in the City's <br />favorable ISO Class 3 rating. In order to ensure the reliability of these engines and to extend their usefitl life, a <br />refurbishment schedule for our older trucks is in place. Currently, two engines are scheduled for refurbishment. <br />Engine 3 1, a 1986 engine, is scheduled for refurbishment in 2000. Engine 21, a 1987 engine, is scheduled for <br />refurbishment in 2001. <br />These trucks were originally built to identical specifications and it is the recommendation of staff that their <br />refurbishment also be identical. We are seeking to solicit bids from vendors to refurbish one, or both of the <br />trucks, with the stipulation that one will be available in 2000, and the other will be available in early 200 1. We <br />believe this will allow for a more competitive bid if the vendors can factor in their profits based on two trucks <br />instead of one. The bid specification provides vendors with the option of bidding on one or both trucks. <br />Bid specifications were developed by a fire department staff and have been reviewed and approved for form and <br />content by legal counsel. Advertisement for bids will run October 10�` and 17�'. Bid openin� will occur on <br />November lst, and Council will be presented with the best bid for approval on November 13 . <br />POLICY IMPLICATIONS: The refurbishment of Engine 3 1 is a budgeted item for the year 2000 and the <br />refurbishment will be completed in the year 2000. The refurbishment of Engine 21 is a budgeted item for the <br />year 2001 and its refurbishment will be completed in 2001. The refurbishment of these trucks complies with <br />the goals of Council to appropriate funds annually to the Fire Vehicle Replacement Fund for the timely <br />replacement, and in this case refurbishment, of vehicles. The refurbishment of these engines should extend <br />their useful life by 10 years. <br />FINANCIAL IMPLICATIONS: Funds for refurbishing these engines will come from the Fire Vehicle Reserve <br />Fund in the year 2000 for Engine 3 1 and in the year 200 1 for Engine 2 1. <br />STAFF RECOMIV�NDATION: Staff recommendation is for Council to approve advertisement of bids for the <br />refurbishment of Engine 2 1 and Engine 3 1. <br />COUNCIL ACTION REQLTESTED: Motion to approve the advertisement of bid specifications for the <br />refurbishment of fire Engines 21 and 3 1. <br />
