1
Request for Council Action
Date: 10/02/00
Item Number: C-5
Department Approval Manager Approval Agenda Section
Consent
Item Description: Advertise for bids for the replacement of Engine 12
BACKGROUND: The current Engine 12 is a 1968 pick-up truck that is used for brush fires. This pick-up
truck does not meet the National Fire Protection Association (NFPA) standards for fire apparatus. Due to the
age of this vehicle, there are also concerns about its reliability as an emergency apparatus. The age and
configuration make it unfeasible to refurbish this truck. The useful life of fire engines is typically 20 years.
This number can be shortened or extended based on how much use a vehicle gets and how well a vehicle is
cared for. This particular vehicle's life has been extended to 32 years as a result of the care and maintenance it
has received.
We are seeking to replace this pick-up truck with a small multi-purpose fire engine that can be used for brush
fires, trash fires, and most importantly, for car fires in parking ramps and underground parking garages where
standard fire engines are either too tall or too heavy. By comparison to the other engines currently operated by
the department, this engine will be considerable smaller and considerably less expensive to purchase and to
operate.
Bid specifications were developed by a fire department staff and have been reviewed and approved for form and
content by legal counsel. Advertisement for bids will run October 10' and 17'. Bid openin will occur on
November 1 st, and Council will be presented with the best bid for approval on November 1 3.
POLICY IMPLICATIONS: The replacement of this vehicle is a budgeted item for the year 2000 and complies
with the goals of Council to appropriate funds annually to the Fire Vehicle Replacement Fund for the timely
replacement of vehicles. The replacement of this vehicle will improve our overall firefighting efficiency and
reduce the wear on our larger, costlier to operate engines.
FINANCIAL INIl'LICATIONS: The replacement of this truck has been planned and budgeted with funding
coming from the Fire Vehicle Reserve Fund.
STAFF RECOMIVNDATION: Staff recommendation is for Council to approve advertisement of bids for the
replacement of Engine 12.
COLTNCIL ACTION REQLTESTED: Motion to approve the advertisement of bid specifications for the
replacement of Engines 12.
