REQUEST FOR COUNCIL ACTION <br />Department Approval: Manager Reviewed <br />DATE: 10/23/00 <br />ITEM NO:F-2 <br />Agenda Section: <br />Reports/Recommendations <br />Item Description: Approval of the Master Plan for Lexington Park and Authorization to <br />Proceed on Construction of Phase I <br />BACKGROUND <br />The City Council has adopted the recommendations of the Parks and Recreation <br />Commission and the Parks and Recreation Infrastructure Committee on the development of <br />Lexington Park. On August 14, the City Council gave approval to the preliminary Master <br />Plan with the request for the staff and consultants to review the following issues: <br />. Review the location of the ballfield in relation to the parkinq lot. <br />Comment: The planning team reviewed this issue and is recommending that <br />the field remain in the same location for these reasons: <br />o The proposed play area will generate more traffic than the planned <br />scheduling of the ball field. It is anticipated that day care groups <br />and school outings along with other drive-up traffic will frequent the <br />play area. <br />o The ballfield is best situated away from busy streets and houses <br />because of errant balls going into heavy traffic. <br />o The ball field also provides a significant green space buffer to the <br />adjoining neighborhood. <br />. Although the final design of this area is <br />proposed to be completed following additional community meetings, a budget <br />and concept has been developed for both Phase 1 and Phase 2 <br />. Include water plaY features. <br />Comment: This has been added. <br />. Complete all at once. <br />Comment: The Park Improvement Program has $500,000 budgeted for this <br />project. Staff, the Parks and Recreation Commission and many residents <br />believe that it is important to begin the first phase of the park as soon as <br />possible because of the deteriorating condition of the land and because of the <br />fact that Phase 1 will provide many excellent features for both the <br />neighborhood and the community. Staff and the Commission also believe <br />additional resources through grants, donation and potential future PIP funding <br />will allow the park to be enhanced in upcoming years. <br />The proposed master plan includes: <br />. many of the items suggested at the community meetings <br />. features based on community demographics <br />. adopted park standards included in Roseville Parks and Recreation System <br />1 <br />
