REQUEST FOR COUNCIL ACTION <br />DATE: 1 0/23/00 <br />ITEM NO: C-3 <br />Department Approval: Manager Reviewed: Agenda Section: <br />Consent <br />Item Description: Authorization to Modify Contract for Catering Services at the Roseville <br />Skating Center. <br />BACKGROUND <br />During the planning process for the development of the Community Room at the <br />Roseville Skating Center, staff had discussions with other facility managers and several <br />potential clients. Throughout these discussions the recommended emphasis was on <br />adding quality to the facility. <br />In September of 1998, the City Council adopted the attached policy concerning the <br />operation of the RSC Community Rooms. Included in this policy was the provision that <br />all rental groups providing food and beverage (alcohol and non-alcohol) at the Roseville <br />Skating Center be required to use the single licensed food and beverage caterer for the <br />Roseville Skating Center. Catering fees were paid to the Roseville Skating Center <br />according to the rates of the Caterer selected and Roseville approved catering menus. <br />The licensed Caterer was required to provide Dram Shop insurance. The key principal <br />in recommending the single caterer concept was that the selected caterer would <br />promote the facility as their own thus lessening the City cost of extra marketing. Staff <br />developed a Request for Proposal (RFP) for catering services. This RFP was <br />advertised in the newspaper and sent to 19 vendors. Suzanne's Cuisine from White <br />Bear Lake was selected. <br />During the first two years of operation, staff believes the initial goals were <br />accomplished: <br />. marketing the facility using the resources of the caterer rather than the City. <br />. making the facility well known as a meeting/banquet site. <br />. providing a quality experience for users. <br />. staff training for the operation and promotion of the RSC as a <br />meeting/banquet facility. <br />. appreciation of the community for the potential of the facilities. <br />. blending of the meeting/banquet services with other programs and services. <br />. understanding the special scheduling requirements for operating a <br />meeting/banquet facility. <br />During the evaluation process of the last two years for the meeting/banquet operation, <br />several issues have surfaced relating to the current policy: <br />
