REQUEST FOR COUNCIL ACTION Date: 11/27/00
Item No. : F- 2
Department ApprovaL Manager Reviewed Agenda Section
 G q Reports and Recommendations

Description: Technology Access Agreement
Background
At the November 20, 2000 wark session, staff presented a technology update, which included a discussion of
emerging fixed wireless technology.
The City has determined that there is a potential public safely and public service use of this technology which
could provide new and more effective ways of delivering city services. During the past 12- 18 months, the City
has been exploring how we may be able to implement some of those changes in city service delivery in a way that
is both cost effective and adds value to our residents. Some of these concepts include:
Utilizing the new technology to provide facility security and monitoring.
Finding more economical methods of accessing utility meters that make sense.
Joining with other agencies and neighbors to make better information aailable to our police,
fire and public warks departments.
To help prepare for a possible direction in using wireless, we have made efforts to secure a front seat in the
emerging technology by entering into an area agreement providing access to fixed wireless communications.
Attached is a draft of an agreement which would allow us to secure that faorable access for not only the City of
Roseville but also our I-net partners.
The agreement provides for access to the new fixed wireless technology for testing and implementation in the
public service areas mentioned above.
Policy
The City's policy on Community Technology encourages the City and Community to explore the potentials in
providing public services at better values.
Financial Implications
The financial obligation under this agreement will only be within the approved budget of the City on an Annual
basis.
Staff Recommendations
Staff is recommending that the City Council approve the attached agreement subject to final review by the City
Attorney.
Council Action
Motion to approve the attached service area agreement with Waverider Communications Inc. and upon final
review by the City Attorney, to authorize the Mayor and Acting City Manager to sign the said agreement.
