12/20/99 Interoffice Memo <br />Roseville Police contacted fifteen area cities to ask how often they cited underage <br />drinkers; the average was 179 times per city in 1999. This is more than four times <br />the estimate of Roseville establishments. <br />There is no way to know if those cities are also under reported or if the Roseville <br />establishment's estimates are high. <br />The incidents Roseville Police handled were situations where someone was caught <br />drinking. As mentioned earlier, Roseville Police had negligible calls regarding illegal <br />use of identification cards. Actual drinking calls take more time to process, e.g., a <br />DWI under 21 years takes as long as a DWI for any age - about 2 hours minimum. <br />An underage drinking party at Waterworks Park will take many hours compared to <br />one person trying to purchase a six pack. <br />Underage buyers will be cited if they are over 17 years old. That process will take <br />about 30 minutes. If they have no real Identification card or cause other problems <br />such as disorderly conduct, they will likely be taken to jail for booking/identification. <br />They will be released by the jail after identification unless there is an overriding <br />reason to keep them in jail. The jail does not want anyone in there unless the need is <br />warranted. <br />Underage buyers under 17 years of age who are noted in the police report will be <br />routed to the juvenile officer for handling. Juveniles are usually held until their <br />parents are notified and requested to take custody of their child. Juveniles can be <br />released at the scene if their parents allow. This is the procedure for similar calls <br />involving juveniles. Juvenile Detention Center will not take juveniles unless they are <br />a danger to themselves or others or if the offense is a major felony. Juveniles will <br />very rarely go to juvenile court for a first or second alcohol offense. There will be few <br />cases of youths under 18 trying to purchase alcohol - they are just too obvious. <br />Impact on Police Time <br />The above discussion shows that Roseville Police are rarely called to handle calls <br />relating to underage purchasers of alcoholic beverages. Almost all underage <br />drinking calls are initiated by the police or citizens near the drinking event. <br />In most cases, offenders are released at the scene unless there is an overriding <br />reason for custody. Adult custody arrests involve a trip to the St. Paul Police Annex. <br />The trip is quick, but the wait at jail can be long depending on if there is a waiting line <br />or if the jail is full, (it happens from time to time). A full jail is a major concern and is <br />why the jail only wants those who truly need to be jailed. <br />
