12/20/99 Interoffice Memo <br />If we include a provision in the Roseville Liquor Ordinance that license holders <br />should confiscate illegal Identification cards and then state that when they confiscate <br />illegal Identification cards they must report that to the police we will see a sharp <br />increase in police calls. <br />I do not believe that there will be 897 such calls to the police. That number would <br />turn out be our seventh highest call category in 1999. Only false alarms (2223), <br />public assist (2515), medicais (1660), property damage accidents (1273), theft calls <br />(1069), and suspicious persons calls (1044) would be higher. In the vast majority of <br />incidents, the underage purchaser will run away. There will be the need for a basic <br />report and taking of evidence. The report will have a follow-up. If there is a real <br />name for the Identification card, that person will be contacted. Without a suspect <br />stating they were given someone else's Identification card, the real owner will likely <br />deny giving the identification card to someone to buy alcohol. They will more likely <br />state they didn't know their identification card was missing or say it was lost or stolen <br />and thank us to send it back to them. <br />The average time spent per call in 1999 was about 35 minutes. Multiply 35 minutes <br />times 897 possible calls equals 523 hours. That amount of hours combined with the <br />rest of an officer's usual committed time would equal a work year. Looking at the <br />potential call impact another way; in 1999, we responded to 22,819 calls using 27 <br />street officers. That equals about 845 calls per officer. If there truly were to be 897 <br />additional calls in the coming year that would be at least one officer's worth of <br />activity. <br />Conclusion <br />We do need to educate Roseville liquor license holders and Roseville citizens that <br />using false or altered identification to try to purchase alcoholic beverages is illegal <br />and carries penalties including driver's license suspensions. <br />We do need to encourage Roseville liquor license holders to attempt to confiscate <br />illegally used Identification cards and to call the police. That will be a worthy goal of <br />a publicity campaign. <br />Calls will increase to some extent. I do not believe we will see a 4% increase in <br />overall police calls due to false Identification card calls. I believe the calls will <br />increase somewhat and then go back down when potential underage purchasers of <br />alcoholic beverages realize they will be detained/apprehended and at least lose their <br />Identification cards. <br />I believe we can handle the temporary increase. Of note is that we were two officers <br />short in 1999. We will be fully staffed (on paper) later this year. We will have four <br />new officers in field training this summer. When they are assigned to the street, they <br />will lessen the impact of potential additional calls. <br />
