As you may know, over the last <br />several years the state legislature has tried to enhance pedestrian safety and has <br />passed ever-increasing penalties for motorists who violate this simple law. <br />4. Enhance the existing crosswalk sign. Make It bigger, make it brighter, add a couple <br />of low intensity flashing lights similar to those we are familiar with on street <br />construction signs. <br />5. Add additional crosswalk signs prior to the actual Crosswalk. perhaps this could <br />coordinate with the p�Yl1'1Md warning several hundred feet before the crosswalk. <br />As the metro er93 transportation system experiences more congestion, reliever streets — local <br />government streets similar to County Road C— become the alternative routes for motorists. I <br />understand this and I understand the public policy pressures that drive these outcomes, <br />-However, I think we have the f�p011sib�liiy to protect those IOC�t'C�tlzerlS who are IlVil'19 with <br />these changes on a dally basis. <br />t know crosswalk safety is an issue statewide and within neariy every roadway. However, a <br />crosswalk to a park that entices Chiidten to cross an exceedingly dangerous county road seems <br />to rise to the top of priorities when it comes to correcting pedestrian safety problems. <br />I anticipate there is something that can be done to advance public safety in this area. Please let <br />me know what options are available and how I can help you upgrade the crosswalk. It would be <br />a shame for Ramsey County and Roseville to experience the pedestrian tragedies that other <br />communities have experienced, such as those deaths experienced in St. Paul and Brooklyn <br />Park in recent years. <br />Finally, I know there is a certain degree of discretion given to local and state governments and <br />their officials when making public safety decisions. I beiieve the moderate improvements to be <br />made at this crosswalk are well within the proactive discretionary actions available to a county <br />or city, that they all'1 f8irly inexpensive to achieved and would reduce the city's and county's <br />exposure to liability. <br />Thank you for your interest in this matter.
