Application for Funding <br />Minnesota Safety Council Crosswalk Safety Campaign <br />Level I Grant Program <br />Project Title: Acorn Park/County Road C Crosswalk Improvements <br />Applicant: The City of Roseville <br />Requested Grant Amount: $20,000 <br />Problem Statement: <br />The City of Roseville is a first ring suburb of St. Paul and Minneapolis. As such, it is a <br />community in transition between suburban and urban land uses. As densities in the <br />community continue to increase and as the newer suburban areas continue to grow, traffic <br />volumes have increased significantly. At the same time, the need for pedestrian facilities <br />is also increasing. The need for a more complete pathway and sidewalk system and <br />better alternatives to single occupancy vehicles have consistently risen to the top of issues <br />discussed in community visioning programs and community surveys. Roseville is <br />actively expanding its pathway system and encouraging the expanded use of public <br />transit. <br />Recently, the City of Roseville completed a complete renovation of Acorn Park (see <br />map). This park is considered to have community-wide significance and contains many <br />amenities including: tennis courts, basketball courts, play structures, walking trails, <br />hockey and leisure Rinks, ballfields, a community building and a disc golf course. Upon <br />completion of the renovation, park use has increased significantly. During periods of <br />heavy use, many park visitors utilize on-street parking in the neighborhood north of <br />County Road C. <br />Acorn Park is an important amenity to the large residential neighborhood north of County <br />Road C. Unfortunately, inadequate pedestrian facilities exist to allow pedestrians a safe <br />and convenient crossing of County Road C to the park. Subsequently, pedestrians cross <br />this high volume (about 11,000 vehicles per day) 4-lane roadway at each of the <br />intersecting residential streets. This issue has raised significant concern with the <br />neighborhood and with the Roseville City Council. But because funding is not available, <br />no permanent solution has been implemented. <br />Project Goals and Objectives: <br />❑ To improve pedestrian safety by providing one clear crosswalk to access Acorn Park <br />from the north <br />o To provide a collector pathway along the north side of County Road C to allow safe <br />access from the adjacent neighborhood and pathway system to a new, improved <br />crosswalk into Acorn Park <br />a To improve neighborhood livability by helping to eliminate the barrier imposed by <br />County Road C <br />
