Action Plan: <br />This proj ect consists of the construction of a new bituminous pathway along the north <br />side of County Road C between Western Avenue and Rice Street and an upgraded <br />crosswalk across County Road C at the main park entrance. <br />This "collector" pathway will provide a safe means for pedestrians utilizing the existing <br />pathways on Western Avenue and Rice Street, as well as the pedestrians utilizing the <br />perpendicular residential streets, a safe and convenient means to reach a new crosswalk <br />across County Road C. <br />The new crosswalk will be striped with permanent tape and will include enhanced <br />signage. By constructing one main crosswalk, both pedestrians and motorists will better <br />focus their attention on the crosswalk, thus increasing both the safety and the chance for <br />crosswalk compliance. <br />Evaluation: <br />Prior to construction, the City will conduct a visual survey of pedestrian crossing <br />practices in the project area. This survey will count the number and location of <br />pedestrian crossings over an 8-hour period on an early summer weekend day. Once the <br />project has been constructed, a similar survey will be conducted to quantify the <br />effectiveness of the proj ect. <br />Timeline: <br />o Fall 2000 -- Preliminary construction survey completed <br />o Winter 2001 -- Proj ect construction plans and specifications produced <br />o February 2001 -- Public Hearing <br />❑ Early June 2001 -- Conduct baseline survey <br />❑ Mid June 2001 -- Begin Construction <br />o End of July 2001 -- Complete Construction <br />v Early August 2001 -- Conduct survey to determine effectiveness <br />a August 2001 -- Analyze effectiveness of the Acorn Park/County Road C Crosswalk <br />Improvements and prepare a Proj ect Evaluation Report <br />❑ September 2001 -- Submit the Proj ect Evaluation Report to the Minnesota Safety <br />Council by September 14, 2001 and present report to the Roseville City Council <br />Budget: <br />Construction Cost (see attached engineers estimate) $49,530 <br />Before and After Compliance Surveys (2 x 8hr @ 20ihr) $320 <br />Project Evaluation (8hr @ $35) �280 <br />Total Project Cost �50,130 <br />This application requests the maximum $20,000 grant from the Minnesota Safety <br />Council. The local share of this project, $30,130 will be funded through the 2001 City <br />Budget. <br />
