REQUEST FOR COUNCIL ACTION <br />Date: 11/27/00 <br />Item No.: E - 1 <br />Department Ap rovaL Manager Reviewed Agenda Section <br />/', I� G / Organizational <br />�i 1.�� ! �i� <br />Description: Appointment of Citizen Volunteers to Various Commission Vacancies <br />Background <br />Resolution No. 9372, adopted by the City Council on January 27, 1997, sets out the procedure whichhas been in <br />place and followed since that date for the appointment of citizen volunteers to the various advisory commission <br />appointments. A copy of that Resolution is attached. <br />In addition, we ha�e surveyed several communities (List is attached) as to the process they follow in selecting <br />citizen volunteers to their commissions. <br />As one can see, there are a number of differences and no one community seems to conduct the process exactly like <br />another. One of the key elements we can perceive from the survey is that each community has its own culture that <br />seems to provide guidance to its' Council and the citizen participation selection process. <br />Several positions are currently open on a number of the commissions. Below is a listing of the openings and the <br />respective terms: <br />Planning Commission <br />Parks and Recreation Commission <br />Human Rights Commission <br />1 opening Term Expires: March 3, 2003 <br />1 opening Term Expires: March 3 1,200 1 <br />3 openings Term Expires: March 3 1,200 1 <br />March 31, 2002 <br />March 31, 2003 <br />A number of applicants ha�e chosen to withdraw their name from consideration and as a result, there are three <br />applicants for the Planning Commission, three applicants for the Human Parks and Recreation Commission and <br />four openings applicants for the Human Rights Commission. Copies of the applications are enclosed. <br />Since the City has less than the desired twice the number of applicants for the Human Rights openings, the <br />Council could waive that requirement. <br />So that the Council may move the move the process forward, a number of alternatives may be considered. Below <br />are several possible alternatives: <br />A. Restart the process, by notifying current applicants that they may reapply. <br />B. Continue the process by re-establishing the interviews for those persons who wish to continue. The <br />interviews would be conducted by one of the following alternatives: <br />i. With video taping, <br />ii. Audio taping only <br />111. With no taping. <br />The interviews could be conducted by. <br />i. The Council as a whole. <br />ii. By a sub-committee of the Council (2 or 1 Council members). <br />i��. By a staff committee <br />
