Recognitions & Announcements <br />G-1 Alexis Orosz, Chair of the Roseville Human Rights Commission <br />accepted a certificate of recognition from the League of Minnesota <br />Human Rights Commission (LMHRC) for their Local Essay Human <br />Rights Contest, their work in the adininistration of the L1V�IRC's <br />Statewide Essay Contest and their tireless work in Human Rights in <br />the City of Roseville. <br />H. Hearings <br />H-1 Mastel moved, Goedeke seconded, [approval ofJ <br />Council to finalize daft changes with a Second Reading of proposed <br />revision of Roseville's Liquor License Ordinance to include: <br />optional Manager and Server Training with penalty reduction for <br />first offense; raising seller fine to $250 for on-sale and $150 for off- <br />sale employees for the first offense; raising the licensee fine from <br />$150 to $500 for the first offense with additional penalties for <br />subsequent violations and setting receipt requirements for home <br />delivery of alcoholic beverages. Roll Call, Ayes: Mastel, Goedeke <br />and Kysylyczyn. Nays: Maschka, Wiski. Motion passes. <br />Kysylyczyn moved, Mastel seconded, to adopt the resolution, adopt <br />adjustments to Resolution #9043, which was originally passed on <br />1/24/94, updating the Seller Liquor Under-Age On-Sale fine to $250 <br />and the Seller Liquor Under-Age Off-Sa1e fine to $150, and to <br />adjust the License Holder Liquor Violation Fee, referenced in <br />Ordinance #302.15. Roll Call, Ayes: Mastel, Goedeke, Maschka <br />and Kysylyczyn. Nays: Wiski. <br />H-2 Goedeke moved, Wiski seconded, by resolution, and subject to City <br />Attorney review, authorize the Mayor and City Manager to enter <br />into agreements for participation in the Minnesota Investment Fund <br />on behalf of the City of Roseville and for the purpose of providing a <br />low interest loan to the Roseville business, IC Services, <br />Incorporated in the amount of $298,000. Roll Call, Ayes: Mastel, <br />Goedeke, Maschka, Wiski and Kysylyczyn. Nays: None. <br />Goedeke moved, Wiski seconded, by motion, and subject to City <br />Attorney review, adopt the attached, [amended] Roseville Business <br />Loan Policy, which provides guidance for the use of existing small <br />business loan funds and future loan proceeds from IC Services.
