REQUEST FOR CITY COUNCIL ACTION <br />DATE: 12/18/00 <br />ITEM N0: <br />Agenda Section: <br />HEARING <br />Item Description: A request by the City of Roseville to consider a text amendment to the <br />City Code, Title 10, Zoning, authorizing the location of a bingo hall in the <br />Business and Industrial Districts within Roseville. (PF 3278) <br />1.0 BACKGROiJND <br />l.l Over the past two months, the Planning Commission and City Council considered a <br />request by Kraus-Anderson to allow a bingo hall in Hamline Center. The staff <br />interpreted the city code to require a conditional use permit, since a bingo hall was <br />determined to be an amusement establishment, for which a conditional use permit is <br />required in the Retail Business District (B-2), General Business District (B-3) and <br />Shopping Center District (SC). <br />2.0 HISTORY <br />2.1 A bingo hall has only been located in one location since licensing began in 1989190. <br />Because the primary use and owner of the previous site was a club or lodge (Knights of <br />Columbus), bingo was considered an accessory use or activity to the principal club use. <br />2.2 A bingo hall is not specifically listed as a permitted or conditional use within the City <br />Code. However, Section 304 specifically regulates the playing of bingo and stipulates <br />the terms and conditions necessary for state and local licensing of both bingo occasions <br />and bingo halls. <br />3.0 REQUESTED ACTION <br />3.1 In order to clarify both the community policy and legal requirements, staff has prepared a <br />text amendment in the zoning ordinance to clarify bingo halls as a permitted conditional <br />use or a permitted use. Specifically, the following is proposed: <br />A. Section 1005.02, Limited Business District (B- 1) and Section 1005.03, Limited <br />Retail Business District (B-1B), subsection "C" (Uses Allowed by Conditional <br />Use Permit), would be amended to include a bingo hall but without the distance <br />restrictions required in the B 1B District (1005.03B currently provides that CUP's <br />be not less than 400 feet from any state or interstate highway). <br />PF3278 — RCA (121800) Page 1 of3 <br />
