B. Sections 1005.04, Retail Business District (B-2), 1005.05, General Business <br />District (B-3), 1007.02, Light Industrial District (I-1), and 1007.03, General <br />Industrial District (I-2), subsection "A" (Permitted Uses) would be amended to <br />include a bingo hall but in the B2 District, and indirectiv the SC District, staff <br />is nrouosins an amendment to address Pastor Carlson and �revious Council <br />concern regarding the location of a bin�o hall near churches, schools, and <br />residential districts. The proposed amendment would subiect a bingo hall to <br />the 1,500 foot senaration reauirement in Section 303.04. <br />C. By reference the Shopping Center District (SC) incorporates all permitted and <br />conditional uses within the Retail Business District (B-2). <br />3.2 Staff has reviewed the proposal considered by the City Council on November 27, 2000, <br />and concludes that it is appropriate to allow a bingo hall as a conditional use in the B-1 <br />and B- 1 B zoning districts for the following reasons: <br />. Zone is neighborhood oriented and requires a greater level of site control and <br />compatibility with residential uses. <br />. A bingo hall is a clean quiet business. <br />. Has an off-peak parking requirement. <br />. Restricted hours of operation must be compatible with neighborhood. <br />3.3 Staff has also concluded that it is appropriate to allow bingo as a permitted use within the <br />B-2, B-3, SC, I-1, and I-2 Zoning districts for the following reasons: <br />. Is a similar use to retail (B-3) <br />. Parking is generally available at off-peak times and normally can be shares. <br />. Public infrastructure is in place and can easily support the surge traffic. <br />. Hours of operation will trigger 24-hour service use regulations in SC district. <br />3.4 The standard requirements for items such as off-street parking, building/parking setbacks, <br />landscaping, and other requirements would apply to the bingo hall and the zoning district <br />in which it is proposed. However, in the B-1 and B-1B districts a greater level of site <br />control may be necessary to mitigate impacts to any adj acent residential zone or use. <br />4.0 STAFF RECOMMENDATION <br />4.1 It is recommended that the Roseville City Council consider the proposed modifications as <br />identified in the attached ordinance. <br />5.0 PLANNING COMMISSION CONSIDERATION <br />5.1 On Wednesday, December 13, the Roseville Planning Commission held a public hearing <br />regarding amendments to Sections 1004, 1005, and 1007 of the Roseville City Code. <br />PF3278 — RCA (121800) Page 2 of 3 <br />
