5.2 At this meeting the Commission discussed the history and implications of bingo allowed as <br />a"permitted use" versus by a"conditional use permit". The Commission recognized that <br />this ordinance would focus the City Council approvals of a bingo hall on the issuance of the <br />bingo license in all zoning districts except in the `B-1" and `B-1B" districts, where a land <br />use hearing (by the Planning Commission) and a conditional use permit would be required. <br />5.3 The Commission recommended that the proposed ordinance be adopted and that <br />language be added to Section 4 of the ordinance that made a bingo hall not subiect to <br />state and interstate highwav distance setbacks within the "B-1B" (Limited Retail <br />Districts). <br />5.4 Pastor Carlson of the Roseville Covenant Church stated that this ordinance may be a good <br />approach, but recommended retaining some setback from sensitive adjoining uses such as <br />churches, day care, schools, residential uses. As stated nreviously, staff is recommending <br />an amendment to the PlanninE Commission recommendation that addresses this <br />concern. <br />5.5 No other public comment was offered at the hearing. <br />6.0 SUGGESTED COUNCIL ACTION <br />Open the meeting; hold the reading of the proposed ordinance.
