Planning Commission Meeting <br />Minutes -Wednesday, January 06, 2010 <br />Page 4 <br />1 restrictions; commercial development at Rice and C (Walgreen's new drugstore <br />2 location) and congestion in that development based on setback and parking <br />3 requirements and constraints from a signal standpoint. <br />4 <br />5 Public Comment <br />6 Mark Connolly, 240 West County Road C (NE corner of park) <br />7 Mr. Connolly spoke in opposition to the request; opining that the Walgreen's site was <br />8 preferable, with two single-family homes recently demolished and one site available <br />9 for sale and a potential option for tower location. Mr. Connolly advised that he would <br />10 prefer not to have the views from his home, currently surrounded by frees, being <br />1 1 impacted by installation of a tower. <br />12 <br />13 Mr. Connolly questioned whether a tower was visually appealing; did ft maintain park <br />14 value; would it significantly affect adjacent residential property values; y+ill it attract <br />15 residents to Acorn Park; and opined if the equipment isn't fenced, it will become a <br />16 graffiti magnate. Mr. Connolly opined that Lady Slipper Park on South Owasso is <br />17 swampy, with few adjacent residential homes, and would serve as a better location for <br />18 a tower. Mr. Connolly further opined that a more detailed i~nap needed to be made <br />19 available to the public showing gaps or overlaps in coverage areas, indicating where <br />20 actual needs existed. <br />21 <br />22 Mr. Connolly referenced the staff report, Sections 7.3 c) and d) .and questioned if the <br />23 information was staffs interpretation or factual in nature as it related to aesthetics, <br />24 value of wireless Internet service as a residential amenity, and affects on property <br />25 values; and requested supporting data for these assumptions. <br />26 <br />27 Mr. Connolly further referenced some "secondhand information" provided by a <br />28 neighbor related to the original donation of Acorm Park to the City, perhaps by the <br />29 Applebaum family and whether there were existing covenants related to commercial <br />30 use of that park property. <br />31 <br />32 Richard Schaeffer, 323 Brooks Avenge (south side of park) <br />33 Mr. Schaefer spoke Ira apposition to the request, opining that it would be similar to <br />34 installing a wind turbine in Acbrn Park. Mr. Schaefer further opined that the <br />35 Walgreen's site would #~ more appropriate for a tower location; that there was no <br />36 reason to lose green space within Acorn Park for this purpose; and questioned why <br />37 the Planning Commission was even considering this as possibly feasible. Mr. <br />38 Schaeffer opined that, no matter the potential revenue, the residential tax burden <br />39 would not tie reduced, nor would homeowners adjacent to the park realize any of the <br />40 revenue, but it would go into the City's General Fund and "disappear." Mr. Schaefer <br />41 advised that he was opposed to locating a tower in Acorn Park, or any other park. <br />42 <br />43 Bob Pankonin, (south side of park) <br />44 Mr. Pankonin suggested that there was lots of information that the public had not been <br />45 made privy to, and asked individual Commissioners why they would support this <br />46 request; and' why it was important for the community to have this tower located in the <br />47 middle of Acorn Park. <br />48 <br />49 Art Dickson, 2573 Western Avenue <br />50 Mr. Dickson spoke in support of the request; opining that the community needed to <br />51 support additional communications systems; and even though he would be able to <br />52 see if from his home, he was not opposed to it. <br />53 <br />54 Lee Drodely (SP?), 330 W Brooks Avenue <br />
