4ifice f Minnesota Attorney General Lori Swanson
1400 Bremer Towcr
445 Minnesota Street
St. Paul, MN SS10I
Attn: Cansurrer Camplaints Division
Je 3, 2009
Dear Attorney General Swanson and Wlomever It May Concern
Within the Carsumer Complaints Division,
Since ApriI of 2007 i've been in cantact with nutnerous aencies attempting to
rectify an unanticipated and rather expensive situatiot that occurred first in 'ebruary of
2007, and agaira in Februay of 2049 when the saritary sewer ine coming into ny home
froze on City? (Roseville}; County? (Ramsey); Sta.te? (Pblic Utilities/Water Distict)
property and backed up to my bome. The out-of-pocket cost for te first instance was
$4,650.60 in repair to the line; damages; inconvenience; and clear up of my hozne. This
f;ure dos not include the interest on my credit card, which I am sti11 payirg off. The
second {209} came to 933_2Q, again unanticipated due to the repa"rrs I'd paid for 2 years
ealier. n both instances it was extremely cald, and I was wiiout ruzning water (bath,
dishes, taundxyj and use of a toiiet for a fi.ill week iY 07 and 48 hours in 2009
respctively before it was resolved. My totat-aut-of-pocket expense now stands at
$5,583.80, no ineluding eredit card interest, cIeaning supplies, autside zeals, etc.
During rny investigatpn vf the problerri after the first occrrence it came to light
the road n front af my home had been lowerd sometime in the rnid-nineties bringing the
sewer line closer to he surface, subjecting it to the extrerne cold and possibility of
freezing. On tZe rst occurrence Roto-Iooter told me the line had't bee property
insulaied when the roadbed was changed, and it wouid likely happen again, which it did
almost two years later to the date. Tte City of Rosevilie tflld me it was a Watr District
isse; the Metro Water Dstrict told me it was a Ramsey Caunty issue; Rarrsey Conty
tald me it was a City of Roseville issue. On contacting the Mayor's ace shortly after
the second occurence (letter attachec, the City was out within 24 haurs. i was tald by
the service company hired by the City that in 27 Roto-Roater iad clearly over-charged
rne and tIe cost shotld nat hae been more than $500 the firs time, and clearl.y not $9n0
the second. 'd previovsly cortcted the Mayor/City in 2008 in an attenpt to seek
resalution of the 2007 incident (letter attached), but received no response. No one seerrs
to claim responsibility, and I don't believe it to be something I've caased as T've aly
lived in the house sinee late 2403. I've enelosed several cacmets sent to the various
agencies in an attemgt to rectify this situation_
I'm handicapped and on a fixed incoe. This factor and the deterioration of the
economy have made things quite diclt or me. At the time, 1 was also on an ARM, nat
fully graspig what wnuld happen at the end of the terrn in Decernber of 2008.
Fortunately I was able to refinancelmodify my rrortgage beginning in .anuary 2Q9, but
only after extreme expense (maxing aut my credit cards so wouidn't defauft), and
depletion of ry savings. When the sewer froze in Febniary of this year, it easily took me
