Planning Commission Meeting <br />Minutes – Wednesday, January 07, 2009 <br />Page 7 <br />appendices or exhibits to the Plan (i.e., Capital Improvement Plan and Stormwater <br />Management Plan). <br />Mr. Trudgeon concurred with those actions and comments, noting that there were <br />numerous documents outside of the Comprehensive Plan that were referenced by the <br />plan without incorporating them as rules or specifics, since those documents were <br />subject to change by those outside agencies rather than the City, and if integrated would <br />then require the Comprehensive Plan to be updated or become inconsistent with those <br />outside agency documents. <br />Chair Bakeman addressed goals and implementation strategies following revisions by the <br />Steering Committee, Planning Commission and City Council, specific to the <br />implementation section; with Ms. Radel responding that implementation comments from <br />other agencies were not included, as they were specific to City ordinance and would be <br />addressed at that time, rather than implementing that level of detail in the Comprehensive <br />Plan. <br />Commissioner Doherty asked if staff had seen that level of detail in the plans submitted <br />for review to the City of Roseville by neighboring cities; with Ms. Radel responding <br />negatively. <br />Commissioner Wozniak, in reviewing the five (5) page memorandum received with <br />Metropolitan Council comments, questioned if staff had anticipated this level of review <br />detail; and whether the number of comments indicated any lack of attentiveness of the <br />Consultant working on this project with the City. <br />Mr. Trudgeon advised that the Metropolitan Council reviewed a combination of items in <br />the Plan, including technical, background, and some inapplicable (e.g., airport) from their <br />standard review criteria. Mr. Trudgeon opined that he was not displeased with their <br />comments; and while he would have preferred their letter to say the draft Plan was <br />“perfect,” that it would have been unrealistic. Mr. Trudgeon advised that, overall, he was <br />pleased with their response, and that inclusion of tables and other exhibits could now be <br />included as indicated; and opined that the City appeared, from the comments received <br />from the Metropolitan Council, to be on the right track. Mr. Trudgeon advised that the City <br />had hired two (2) outside proofreaders to review the document, in addition to staff, to <br />attempt to provide for consistencies. Mr. Trudgeon further opined that the Commission <br />and City should be proud of the resulting document. <br />Commissioners thanked staff for their extensive work on this project throughout the <br />process. <br />Chair Bakeman concurred, opining that the document had come along way from its <br />inception, and was looking very good. <br />Chair Bakeman closed the Public Hearing at 8:03 p.m., with no one appearing to speak. <br />MOTION <br />Member Doherty moved, seconded by Member Bakeman ADOPTION OF <br />RESOLUTION NO. 09-01 ENTITLED, “A RESOLUTION RECOMMENDING TO THE <br />CITY COUNCIL THE ADOPTION OF THE CITY OF ROSEVILLE 2030 <br />COMPREHENSIVE PLAN;” <br />as presented in the staff report dated January 7, 2009. <br />Commissioner Doherty opined that staff should all be congratulated for their work and <br />their perseverance. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />c.
