Planning Commission Meeting <br />Minutes – Wednesday, January 07, 2009 <br /> <br />Page 8 <br />couldn’t anticipate all land use applications throughout the year particularly with the <br />current economic market, he anticipated that the work plan could be helpful in scheduling <br />longer-term issues and projects. Mr. Trudgeon sought comment and any modifications <br />from the Commission after their initial review of the document at their leisure, suggesting <br />ratification of a more formal document at the Commission’s February 2009 meeting. <br />Mr. Trudgeon noted that the City had nine (9) months for updating the zoning map and <br />pertinent zoning code sections after City Council adoption and Metropolitan Council <br />approval of the City’s 2030 Comprehensive Plan to ensure their consistency. Mr. <br />Trudgeon briefly summarized the remainder of the staff report and proposed 2009 Work <br />Plan; suggesting that the level of detail for some of the proposed work may indicate <br />creation of subcommittees or outside consultant services. Mr. Trudgeon advised that staff <br />had included 2009 budget revenue for, and was preparing a Request for Proposals (RFP) <br />to hire such a consultant to provide technical assistance and innovative ideas (i.e., <br />shoreline management). Mr. Trudgeon asked that the Planning Commission consider <br />how they wanted their Zoning C ode to look; separate uses that were distinct and <br />graduated, or more free-form; and which would be practical for the City of Roseville. <br />Mr. Trudgeon advised that he anticipated approval of the Comprehensive Plan by the <br />Metropolitan Council by May or June of 2009; and anticipated the Planning Commission <br />to dictate their involvement, as well as public participation and interest. Mr. Trudgeon <br />advised that one specific area of discussion by the Commission, as well as the City <br />Council, would include Master Plans on a case by case basis, and whether to include <br />them in the Comprehensive Plan or not. <br />Mr. Trudgeon noted that many of the zoning amendments were minor (i.e., interest in turf <br />establishment as indicated by the City Council), while others may require a major <br />overhaul; and staff monitoring of the Northeast Diagonal; Rice Street Corridor; land use <br />cases; road design as under discussion by the Ramsey County Technical Advisory <br />Committee; and subsequent coordination of these discussion areas. Mr. Trudgeon <br />advised that staff was recommending proceeding with construction of the Twin Lakes <br />infrastructure during 2009, to have it in place and ready for development in the area when <br />upon economic recovery. <br />Discussion between staff and Commissioners included the Snelling Avenue Transit <br />Corridor; parking issues at Rosedale Shopping Center with the expansion and success of <br />the entertainment complex there; staff’s ongoing discussions with Rosedale Property <br />Management and Metropolitan Transit on actual and perceived parking issues, as well as <br />extension of leases for the Park and Ride facility and the bus terminal/transfer station. <br />Further discussion included historical perspectives on code amendments, including <br />different sections and cross-referencing sections; level of authority and responsibility for <br />enforcement (i.e., zoning versus land use related to nuisance violations); safety and <br />access issues related to sidewalks, pathways, and other needed amenities for a first-ring <br />suburb such as Roseville (i.e., in the areas of Snelling Avenue, Northwestern College, <br />and other areas); and MnDOT’s development and study of an initiative called “Complete <br />Streets,” addressing land use relative to trunk highways and their integration within a <br />community addressing all levels of traffic (i.e., bike, pedestrian, freight, car, access <br />points), and looking beyond the pavement between the curbs; and application of new <br />methodologies to old concepts. <br />Discussion was held related to the Planning Commission’s role related to finding <br />recreational or park land in District 14, with staff advising that the Commission may have <br />a role in the review process as the Parks and Recreation Department and Commission <br />anticipated work on the enter Parks Master Plan, with a portion scheduled for completion <br />in 2009; and noting that they were aware of the interest in that as part of their ongoing <br />discussions. <br />Further discussion included formal and/or informal training for individual Planning <br />Commissioners or as a body, based on limited funds available, with staff encouraging <br /> <br />
