Planning Commission Meeting <br />Minutes – Wednesday, February 04, 2009 <br />Page 3 <br />Public Comment <br />91 <br />Frederick M. Christianson, 2220 Midland Grove <br />92 <br />Mr. Christianson expressed concern with access to the temporary site, and how that <br />93 <br />would be managed safely for vehicle traffic, as well as for bikers and pedestrians. Mr. <br />94 <br />Christianson noted the existing difficulties at that location in making left hand turns on <br />95 <br />County Road C. <br />96 <br />City Planner Thomas Paschke advised that business would be conducted similar to <br />97 <br />today’s activities, with no site modifications done at that intersection. Mr. Paschke <br />98 <br />indicated that this was a full intersection, with left and right turn lanes, as it has functioned <br />99 <br />for a number of years, with no additional problems anticipated at the site, opining that if <br />100 <br />office/showroom uses were at full capacity, they would create more traffic turning moves <br />101 <br />that that anticipated with the one library use. <br />102 <br />Chair Bakeman closed the Public Hearing at this time (6:57 p.m.). <br />103 <br />Commissioner Doherty expressed his appreciation that a temporary location had been <br />104 <br />located and that the library would remain utilized during the time of construction, opining <br />105 <br />that the thought of closing the Roseville facility for 15 – 18 months was daunting. <br />106 <br />MOTION <br />107 <br />Member Doherty moved, seconded by Member Gottfried Doherty to RECOMMEND <br />108 <br />APPROVAL of the proposed INTERIM USE of the existing building at 2680 Arthur <br />109 <br />Street as a temporary library facility; based on the comments and findings of <br />110 <br />Sections 5 and 6; and the conditions of Section 7 of the project report dated <br />111 <br />February 4, 2009. <br />112 <br />MOTION – Friendly Amendment <br />113 <br />Member Wozniak moved, seconded by Member Gottfried Doherty to RECOMMEND <br />114 <br />APPROVAL of a friendly amendment to add a condition that a signed copy of the <br />115 <br />parking agreement between the applicant and Twin Lakes Medical Center for twenty <br />116 <br />(20) parking spaces. <br />117 <br />Friendly Amendment <br />118 <br />Ayes: 7 <br />119 <br />Nays: 0 <br />120 <br />Motion carried. <br />121 <br />Original motion as amended <br />122 <br />Ayes: 7 <br />123 <br />Nays: 0 <br />124 <br />Motion carried. <br />125 <br />Chair Bakeman noted that the case was scheduled to be heard by the City Council at their <br />126 <br />February 23, 2009 meeting. <br />127 <br />b. PLANNING FILE 09-002 <br />128 <br />Request by Art Mueller for approval of a Comprehensive Land Use Plan <br />129 <br />Amendment to change the land use designation of 2025 County Road B from Low <br />130 <br />Density Residential to High Density Residential and a General Concept Planned <br />131 <br />Unit Development to allow the construction of a 77-unit, 4-story Active Senior <br />132 <br />Living Community <br />133 <br />Chair Bakeman opened the Public Hearing for Planning File 09-002 at 7:02 p.m. <br />134 <br />City Planner Thomas Paschke reviewed staff’s analysis of the request of Art Mueller to <br />135 <br />develop a 4-story, 77-unit active senior living community with an underground parking <br />136 <br />garage; with 22 one-bedroom units, 42 two-bedroom units, and 13-three bedroom units; <br />137 <br />all including in-unit laundry facilities; along with other community amenities such as <br />138 <br />community, game, craft and exercise rooms, kitchen, library, private dining, office <br />139 <br />mailroom and outdoor patios/balconies.
