Planning Commission Meeting <br />Minutes – Wednesday, February 04, 2009 <br /> <br />Page 4 <br />2025 County Road B, was an approximately 2.23-acre site located just east of Cleveland <br />141 <br />Avenue, directly adjacent to County Road B and south of the Midland Grove <br />142 <br />condominiums. Mr. Paschke advised that the Enzler property and Ferriswood Townhome <br />143 <br />community is located to the east; and single family homes located south across County <br />144 <br />Road B <br />145 <br />Mr. Paschke noted that the City’s Comprehensive Plan designates the future land use of <br />146 <br />the subject parcel as LR, Low Density Residential; and that during the 2008 <br />147 <br />Comprehensive Plan Update process, there was no mention or discussion on this <br />148 <br />property. Mr. Paschke advised that the Planning Division considers this parcel to be a <br />149 <br />land use anomaly that is better suited with a land use designation other than low density. <br />150 <br />Mr. Paschke noted that the applicant’s proposal would seek to change the land use <br />151 <br />designation from LR to High Density Residential, similar to Midland Grove Condominiums. <br />152 <br />Staff provided more detail of their analysis and support for High Density Residential land <br />153 <br />use designation in Sections 5.3 and 5.4 of the staff report dated February 4, 2009; and <br />154 <br />recommended rezoning to General Residence District (R-3) as the most applicable district <br />155 <br />for the use as proposed by Orchard Development. <br />156 <br />Mr. Paschke revised project specifics, and staff comments and recommendations, as <br />157 <br />detailed in Sections 7 – 9 of the project report. <br />158 <br />Mr. Paschke noted that staff wished to work further with the applicant in exploring ways to <br />159 <br />potentially reduce the mass and scale of the building prior to the General Concept being <br />160 <br />forwarded to the City Council for consideration; and made a part of recommended <br />161 <br />conditions for Planning Commission approval. <br />162 <br />City Engineer Debra Bloom arrived at this time; approximately 7:15 p.m. <br />163 <br />Staff recommended the following actions related to the request of Art Mueller to redevelop <br />164 <br />2025 County Road B with a 77-unit, 4-story Active Senior Living Community: <br />165 <br />10.1 RECOMMEND TO THE CITY COUNCIL APPROVAL of the COMPREHENSIVE <br />166 <br />LAND USE MAP AMENDMENT of 2025 County Road B from Low Density <br />167 <br />Residential (LF) to High Density Residential (HR) <br />168 <br />10.2 RECOMEMND TO THE CITY COUNCIL APRPOVAL of the REZONING of 2025 <br />169 <br />County Road B from Single Family Residential (R-1) to Planned Unit <br />170 <br />Development (PUD), with an underlying zoning of General Residence District (R- <br />171 <br />3). <br />172 <br />10.3 RECOMMEND TO THE CITY COUNCIL APPROVAL of the GENERAL <br />173 <br />CONCEPT PLANNED UNIT DEVELOPMENT, as prepared for the February 4, <br />174 <br />2009 Planning Commission meeting; subject to the conditions detailed in Section <br />175 <br />9 of this report; with final approval by the City Council considered after all <br />176 <br />conditions and required documents and permits have been submitted for final <br />177 <br />approval; with those final approvals considered as a separate application process. <br />178 <br />Discussion included a review by staff of the steps in PUD-General Concept approval, as <br />179 <br />requested by Chair Bakeman; zoning change independent of the proposed project, and <br />180 <br />remaining with the property; number of units allowed under R-3; height of the building at <br />181 <br />four (4) stories, based on the PUD; and density of adjoining properties. <br />182 <br />Applicants, Art Mueller, Developer, 2201 Acorn Road; Tim Johnson, Station 19 <br />183 <br />Architects; Richard Brownlee, Architect and Designer; and Brian Christoff, <br />184 <br />ProSource Technology, Civil Engineer <br />185 <br />Mr. Mueller provided additional sketches to address height concerns, including <br />186 <br />comparisons and elevation impacts to adjacent properties, and his plan changes made to <br />187 <br />further reduce that impact. <br />188 <br />Chair Bakeman asked Mr. Mueller what changes he’d incorporated since the Open House <br />189 <br />to address comments and discussion heard from neighbors. <br />190 <br /> <br />
