Planning Commission Meeting <br />Minutes – Wednesday, July 01, 2009 <br />Page 5 <br />Commissioner Best noted that, when Dr. Carissa Schively-Slotterback discussed form-based <br />zoning, she talked about creation of gathering spaces for family or community, consistent with <br />goals previously expressed by the public and addressed by the Imagine Roseville 2025 and the <br />Comprehensive Plan Steering Committee, and opined that it would be unfortunate if, in 2030, the <br />same old Roseville still existed. Commissioner Best advised that he didn’t know whether form- <br />based or hybrid zoning was best; but opined that whatever way could best accomplish those <br />previously-expressed goals, should be adequately tailored in the purpose of the RFP. <br />Commissioner Wozniak suggested that staff look back at the City’s PUD history to determine <br />which specific zoning codes needed to be changed to achieve certain design and land use <br />development for Roseville. <br />Mr. Paschke advised that staff had done so to a certain extent, opining that a form-based code <br />would not touch upon everything and questioned whether the PUD process would completely go <br />away with the new code; however, he opined that, as the City continued to age, decisions related <br />to areas better suited for redevelopment and unique situations (i.e., PUD for SuperAmerica <br />redevelopment on Hamline by the Hamline Shopping Center and unique to that parcel) needed to <br />guide future development as part of the overall discussion. <br />Commissioner Boerigter suggested to staff that they review past denials for projects, or those that <br />represented hard-fought battles for approval with the City Council, to determine if the code rewrite <br />process was on track with past practice. <br />Mr. Paschke advised that staff had made that observation as well; and that this represented a <br />challenge to create a code that addresses all potential scenarios, and suggested that any code <br />would require compromise. Mr. Paschke further advised that staff was aware of a number of uses <br />that are conditional uses today, that staff would prefer to see as uses that are permitted if certain <br />measures are instituted to ensure protections for residents. <br />Commissioner Wozniak spoke of his personal interest in language addressing energy and <br />environmental issues, even in low density residential areas that could be triggered by <br />redevelopment or renovation; and allowing for more proactive opportunities in type of construction <br />materials used for commercial business, office, and industrial uses. Commissioner Wozniak <br />questioned whether there may be additional interest in pursuing waste-related aspects for <br />development/redevelopment issues, similar to those used by the City of Chicago that required <br />developers to recycle or reuse fifty-percent (50%) of the weight of buildings demolished in the <br />city; and expressed his interest in considering similar provisions for Roseville. <br />Mr. Paschke noted that some of those items are already addressed in various sections of the <br />Comprehensive Plan; and suggested that some of them may be better-referenced in a stand <br />alone section to address current versus preferred future practice (e.g.., an energy code for <br />Roseville based specifically on each land use designation and addressing waste reclamation and <br />reuse, LEED standards as a condition of approval; windmills; solar panels; and trash burners). <br />Mr. Paschke thanked Commissioners for their discussion and input; and advised that their <br />comments would be incorporated into the RFP coming before the Commission for consideration <br />at their August 2009 meeting. <br />6.
