Planning Commission Meeting <br />Minutes – Wednesday, November 04, 2009 <br />Page 7 <br />Sarah Heikkila, 2500 Matilda Street (south of Acorn Park) <br />Ms. Heikkila requested if and how a tower at City Hall would improve service and <br />if it could accommodate other service providers to avoid a tower located at Acorn <br />Park. <br />Mr. Heiser responded that the City Hall tower would allow them to move from the <br />existing tower to the proposed tower, if approved; and noted that providers based <br />their coverage needs on terrain, trees, and other buildings within their coverage <br />radius but would not significantly affect service near Acorn Park. <br />Mr. Heiser encouraged residents having issues or questions about their service <br />to communicate that to Roseville’s IT staff, as the City had contact with many <br />tower operators, and if residents were aware of dead spots, the City could alert <br />the operators’ engineers. Mr. Heiser advised that his contact information was <br />available on the City website, and advised he would welcome e-mails and <br />comments from residents. <br />Chair Doherty closed the Public Hearing at 7:43 p.m. <br />MOTION <br />Member Boerigter moved, seconded by Member Doherty to RECOMMEND <br />TO THE CITY COUNCIL APPROVAL of the CONDITIONAL USE for <br />Clearwire, LLC to allow the construction of a 150’ telecommunication tower <br />at 2660 Civic Center Drive; based on the information and comments of <br />Sections 4-7, and the conditions of Section 8 of the project report dated <br />November 4, 2009. <br />Commissioner Wozniak questioned whether any lights were needed to avoid air <br />traffic. <br />Mr. Vavoulis advised that towers under 200’ did not require lights; and further <br />advised that the proposed tower(s) were out of any restricted areas for airports. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Chair Doherty noted that the case was scheduled to be heard by the City Council <br />at their November 16, 2009 meeting. <br />c. Planning File 09-032 <br />Request by Clearwire, LLC for approval of a 120-foot telecommunication <br />tower in Acorn Park, 266 County Road C, as a Conditional Use <br />Chair Doherty opened the Public Hearing for Planning File 09-032 at 7:47 p.m. <br />Prior to his review of staff’s analysis of this request, Mr. Lloyd noted that the <br />initial request, as publically noticed and published, indicated the proposed <br />telecommunication tower would be one hundred feet (100’) in height, but that the <br />initial request had been modified to a one hundred-twenty foot (120’) tower <br />height. Despite differing opinions from different City departments, Planning <br />Division staff could only recommend approving a one-hundred-fifty foot (150’) <br />high telecommunication tower at Acorn Park as a CONDITIONAL USE to <br />accommodate multiple users and avoid repetitive towers located within the City – <br />if a tower is to be approved at all, pursuant to City Code Section 1013 (General <br />Requirements) and Section 1014 (Conditional Uses). Mr. Lloyd further noted that <br />the address on those public and published notices had been listed as 266 County <br />Road C, when the address of Acorn Park was actually 286 County Road C and <br />owned by the City of Roseville. Mr. Lloyd apologized to the public and the <br />Commission for any confusion this may have created. <br />In reviewing staff’s analysis, Mr. Lloyd clarified that Clearwire was requesting a <br />maximum tower height of 120’, but Planning Division staff was recommending a <br /> <br />
