<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, December 16, 2009 <br />1. Call to Order <br />Chair Doherty called to order the Planning Commission meeting at approximately 6:00 <br />p.m. and reviewed the role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Chair Jim Doherty; and Commissioners John Gisselquist; <br />Thomas Gottfried; Andre Best; and Glenn Cook. <br />Members Excused: Commissioner Joe Wozniak. <br />Staff present: City Planner Thomas Paschke; and Associate Planner Bryan <br />Lloyd. <br />3. Review of Minutes <br />Review of the October 7, 2009 meeting minutes was deferred to a future meeting. <br />MOTION <br />Member Boerigter moved, seconded by Member Doherty to approve meeting <br />minutes of November 4, 2009 as presented. <br />Ayes: 5 <br />Nays: 0 <br />Abstentions: 1 (Gottfried) <br />Motion carried. <br />4. Communications and Recognitions: <br />a. From the Public (Public Comment on items not on the agenda) <br />No one from the public appeared to speak at this time. <br />b. From the Commission or Staff <br />5. Public Hearings <br />Chair Doherty reviewed the purpose and process for public hearings before the Planning <br />Commission. <br />a. Planning File 09-025 <br />Request by RECO Real Estate, LLC for approval of outdoor storage as an <br />INTERIM USE at Boater’s Outlet, 1705 County Road C <br />Chair Doherty opened the Public Hearing for Planning File 09-025 at 6:05 p.m. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by RECO <br />Real Estate, LLC for approval of outdoor storage as an INTERIM USE at <br />Boater’s Outlet, 1705 County Road C. Mr. Lloyd noted that this application as a <br />CONDITIONAL USE had been unanimously supported when presented to the <br />Planning Commission at a previous meeting; however at the City Council level, <br />they were not entirely comfortable with the permanent approval of the outdoor <br />storage use in the Twin Lakes Area. Since then, Mr. Lloyd noted that the <br />application for a CONDITIOANL USE had been withdrawn, and this INTERIM <br />USE request had been submitted to temporarily allow the storage of boats <br />outside, both for customers whose boats are awaiting repair, and for the <br />seasonal storage of boats during the winter months. <br />Staff recommended approval of the INTERIM USE request, subject to conditions, <br />based on the comments and findings, and subject to the conditions detailed in, <br />the staff report dated December 16, 2009. <br /> <br />
