Planning Commission Meeting <br />Minutes – Wednesday, December 16, 2009 <br />Page 2 <br />Dan Regan, Applicant/Property Owner Representative, RECO, Real Estate, <br />LLC <br />Mr. Regan noted that the property owners were amenable to the staff report and <br />their comments. <br />Commissioner Gisselquist questioned the significance of a five (5) year term for <br />the Interim Use. <br />Mr. Lloyd advised that that was the maximum duration allowed for an Interim <br />Use, and that it had been applied by staff since this use was intended to be more <br />permanent in nature. <br />Chair Doherty closed the Public Hearing at 6:08 p.m., with no one appearing for <br />or against. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to RECOMMEND <br />TO THE CITY COUNCIL APPROVAL of the proposed INTERIM USE for <br />RECO Real Estate, LLC to allow the outdoor storage of boats at 1705 <br />County Road C; based on the comments and findings of Sections 4 – 6 and <br />the conditions of Section 7 of the staff report dated December 16, 2009. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />Chair Doherty noted that the case was scheduled to be heard by the City Council <br />at their December 21, 2009 meeting. <br />b. PROJECT FILE 0003 <br />Request by City of Roseville and Hagen Ventures LLC for approval for a <br />REGISTERED LAND SURVEY dividing the property at 2785 Fairview <br />Avenue into three (3) parcels to facilitate the conveyance of a portion of the <br />property to City of Roseville to be used as right-of-way for the future <br />construction of the easternmost section of Twin Lakes Parkway. <br />Chair Doherty opened the Public Hearing for Project File 0003 at 6:10 p.m. <br />City Planner Thomas Paschke reviewed staff’s analysis of the request by the <br />City, in cooperation with Hagen Ventures, LLC, for approval of a Registered Land <br />Survey (RLS), as detailed in the Request for Planning Commission Action dated <br />December 16, 2009. Mr. Paschke noted that the land would be divided into three <br />(3) tracts, with Hagen retaining ownership of Tract C, and the City owning Tracts <br />B (for right-of-way) and A (a remnant parcel). <br />Discussion included any future plans for Tract A, with staff advising that there <br />were no plans time for that Tract, as it was too small for development. <br />Public Comment <br />A member of the public was present with several questions that were responded <br />to by staff; but she had no public comments before the body. <br />Chair Doherty closed the Public Hearing at 6:14 p.m., with no one else appearing <br />for or against. <br />MOTION <br />Member Doherty moved, seconded by Member Gisselquist, to <br />RECOMMEND TO THE CITY COUNCIL APPROVAL of proposed <br />REGISTERED LAND SURVEY for the City of Roseville and Hagen Ventures, <br />LLC; affecting property at 2805 – 2823 Fairview Avenue; based on the <br />comments of Section 4 of the staff report dated December 16, 2009. <br /> <br />
