HRA Housing Goals

Through a series of study sessions the HRA reviewed the housing needs
assessment of the City as well as the Vista 2000 Report and the City’s
Comprehensive Plan. Through that proc ess the HRA identified the following
housing goals that directly relate to ac hieving the Housing Vision Statement for
the community.

1. To provide a balance of housing in pric e and product type to meet life cycle
needs of the community the HRA’s goals are:

1.1 Provide a link between Roseville seniors moving out of existing single family
homes and young families seeking first time purchase options. Provide alternate
housing for those seniors to enable them to remain a vital part of the
community.
1.2 Preserve existing housing and develop new housing in partnership with federal,
state and regional agencies and non-prof it community groups and private sector
development partners.
1.3 Prohibit intrusion of incompatible land uses to preserve neighborhoods.
1.4 Develop and promote programs that provide choice and diversity in the housing
stock to include a variety of affordable housing options.

2. To promote the City as a safe community with a enhanced quality of life
and a sense of community, the HRA’s goals are:

2.1 Provide information regarding the import ance of quality and diverse housing
opportunities and close-knit neighborhoods to foster a sense of community.
2.2 Increase awareness of the HRA to all levels of the community both internally
and externally.
2.3 Increase awareness of housing programs and the services of the Housing
Resource Center that are available to a ll residents, property owners and others.
2.4 Partner with police and fire departments, neighboring cities, school districts,
non-profits and consumers to foster a better overall quality of life in the
region.
2.5 Promote high quality and safe police, fire and ambulance services within the
City.
2.6 Ensure that residents have appropriate links to services throughout the City.
