Housing Plan – 2005 Page 16 Roseville HRA
improvement incentive funds available by the HRA, County and State
programs.

iii. Explore the establishment of a more formalized multifamily owner
occupied housing improvement area program for townhome and
condominium complexes. These ownership multifamily housing
complexes and their associations may not have sufficient fund
balances to address large maintena nce issues. The large increase in
dues may be a significant financial burden on those with lower and/or
fixed incomes. Contact the associ ation presidents and managers to
more fully understand the issues and costs of improvements with
them to develop a program and procedures for application and
approval.

4. Policy Statement: More fully engage multifamily re ntal population to become fully
vested in the community by using existing public services, through volunteerism,
participation in after-school and athletic programs, recreation programs, voting and
recycling programs.

Possible Action Steps : - evaluated annually for implementation within budget
resources

i. Adopt a community pride statement and promotional package that
can be presented to apartment owners for inclusion in their tenant
information similar to the new resident packet. The educational
campaign can include ways that a re nter can become involved in their
schools, city programs and area so cial gatherings. Encourage renters
to choose Roseville over the long term by providing access to
resources (whether other rental option or a buying option) to stay in
the community. Longevity encourages stability for renters as well as
owners.

ii. Create a neighborhood and\or rent al ombudsman – a first key contact
for new residents renting in the community

iii. Invite the Crime Free Multifamily Association to meet with the HRA
Board and the fire and police departments to discuss possible joint
ventures, especially related to li fe safety and disaster planning.

iv. Invite the City Park and Recreation Commission to begin programs
targeted specifically at residents of rental housing with first year
planning and seed money from the HRA. The HRA Board should meet
with the Park and Recreation Commission to discuss possible joint
ventures.
