Create an Annual Roseville Rental Housing Fair to promote the safety, <br />livability, and importance of rental housing within Roseville. <br /> <br />vi. Because there is a higher use of public transit by rental housing <br />residents, invite the City Public Utilities and Transportation <br />Commission and the Metropolitan Council’s Public Transportation and <br />Transit Agencies to meet annually with the HRA Board to discuss <br />possible joint ventures. <br /> <br />vii. Invite the Roseville Block Nursing Program to meet with the HRA <br />Board to discuss possible joint ventures, especially as relates to the <br />senior rental population and their health problems. <br /> <br />viii. Invite the ten Church Senior Housing Collaborative to meet with the <br />HRA Board to discuss improving the “template” for cooperative <br />housing and possible joint ventures. <br /> <br />4.12 Continuously review and evaluate the policy statements and action steps <br />as a result of the 2005 Neighborhood Dialogue Meetings with residents <br />and business leaders. <br /> <br />1. Policy Statement: Provide programs to encourage quality and consistent <br />maintenance of Roseville’s aging housing stock. <br /> <br />a. Possible Action Steps – evaluated annually for implementation within budget <br />resources : <br /> <br />i. Enhanced Code enforcement efforts. Recommend that the City <br />Council adopt a Housing Maintenance Section to the City Code such as <br />the International Property Maintenance Code. – Recommend for <br />implementation in 2006 <br /> <br />ii. Evaluate the costs and benefits of a Truth in Housing or Point of Sale <br />Disclosure program. As an incentive, use a voluntary voucher system <br />with private sector inspectors. <br /> <br />iii. Continue to provide loan programs to assist homeowners to make code <br />updates. – Continue to fund in 2006 <br /> <br />iv. Refer residents to trained mediators to resolve neighbor disputes or <br />resident disputes with the City (Dispute Resolution Center or Other). <br />
