RHRA_ Services Contracts (02-20-07) - Page 1 of 2 <br />REQUEST FOR HRA ACTION <br /> <br />Date: 02-20-07 <br />Item No: 8.c. <br />Staff Approval: Agenda Section: <br /> CB/JS Action Item Description: Consider HRA Executive Director and Administrative Staff Options <br />for 2007 (HF0056) <br />1.0 Background <br /> <br />At the January HRA meeting there was discussi on regarding the staffing services and costs <br />for 2007 for both executive director and administrative support. Action regarding these <br />items were continued to more fully evaluate options with the Roseville Community <br />Development Director and City Manager. Attached is a memo from Community <br />Development Director John Stark regarding st affing options for the HRA that was included <br />in the HRA packet in January. In addition, attached is additional background regarding the <br />level of staffing services in 2006 and contract options for 2007. <br />The HRA annually reviews all contracts regard less if they are between the HRA and City <br />of Roseville or between the HRA and private consulting firms for services associated <br />with the functions of the HRA to carry out its goals and objectives. <br /> <br />Administrative Services Contract: <br /> <br />One of the recommendations from both the HRA contract staff and the Roseville <br />Community Development staff is to defer much of the administrative work associated <br />with the HRA from the executive director to a new administrative position within <br />Community Development. This aligns the administrative work to be completed for a <br />lower hourly cost and opens up the professional staff to dedicate more time to <br />programming. These options were discussed with the HRA in the last quarter of 2006 as <br />a way to reduce the cost of the executive director services. <br /> <br />Based upon these discussions, the Community Development Department proposed <br />applying 1/3 of the cost to hire a part-time assistant position within Community <br />Development. Based upon this proposal, that position would dedicate 7-10 hours per <br />week to HRA duties. That position has been hired by the City and is currently working <br />within the Community Development Department. <br /> <br />If the HRA chooses to contract with the City for administrative services, the annual <br />contract amount would be $10,820 and will be a prorated monthly transfer from the HRA <br />Fund to the City Community Development Fund. The responsibility of this position <br />would include copying and distribution of th e HRA monthly meeting agenda and packet, <br />monitoring updating of the HRA page of the City’s website, monitoring and updating <br />HRA program material and marketing and returning general HRA program calls and <br />mailing out program information. In addition, if a rental registration program were <br />implemented, the position could provide the administrative support for that program.
